• Mandatory returnables:
• Completed SBD forms (including SBD 4, 7, 8, 9)
• Central Supplier Database (CSD) full report or registration number
• Valid SARS Tax PIN (or TCS certificate)
• Company registration certificate and director’s ID copies
• Proof of specific‑goal ownership (e.g., 51 % women, youth, black, disabled) – CSD report or registration documents
• SAMSA accreditation certificate for training/licensing (if applicable)
• Service fee/quotation and a fully completed pro‑forma Service Provider Agreement (all pages initialled and signed)
• Failure to provide any mandatory document will result in disqualification.
• Bids must be signed by an authorised signatory (company resolution or authority to sign).
• All correspondence must be in English.

• Functional & Experience evaluation (100 points total). Minimum threshold = 75 points; bids scoring below 75 are excluded from price evaluation.
• Company experience (letters/reference, 10 pts each, up to 30 pts)
• Facilitator experience (≥4 years = 40 pts; 3‑4 years = 30 pts; 2‑3 years = 20 pts; 1‑2 years = 10 pts)
• Approach/method statement (Excellent = 15 pts, Good = 10 pts, Fair = 5 pts)
• Company profile (clear address, contacts, experience = 15 pts)
• Price & Special Goals (80 % price, 20 % specific‑goal points) applied only to bids that pass the functional threshold.
• Specific‑goal points are claimed for:
• ≥51 % women ownership (2 pts, 4 pts claimable)
• ≥51 % youth ownership (2 pts, 4 pts claimable)
• ≥51 % black ownership (2 pts, 4 pts claimable)
• ≥51 % disabled‑person ownership (2 pts, 4 pts claimable)
• Local service provider (proof of residence or CSD) (2 pts, 4 pts claimable)
• Total points for price = 80, specific goals = 20 (100 pts overall).

Scope: Design, deliver and certify a Category C skipper training programme for six (6) participants.

Deliverables:

• Training proposal with methodology, schedule and facilitator qualifications.
• Course packs, theory exam and practical component (minimum 25 hrs sea time + 12 surf launches).
• SAMSA registration and examination fees included.
• Compliance with SAMSA regulations, Protected Areas Act and relevant maritime standards.
• Adult‑learning‑appropriate, participatory training materials with visual aids.
• Provision of boat(s) for practical sessions.
• Completion of a Portfolio of Evidence (course packs, attendance registers, photographic evidence, individual learner reports).

Reporting:

• Training Completion Report, results statement, licence issuance confirmation, signed registers, learner database, narrative report with photos, invoice and any additional information requested by iSimangaliso or DFFE.

Location: Training to be conducted at sites around iSimangaliso Wetland Park; alternative venues possible if arranged with the Authority.

• Pricing must be submitted per participant, inclusive of all training costs, materials, SAMSA fees and any related expenses.
• Quotation range: R30 000,00 – R1 000 000,00 (evaluated using the 80:20 price‑points system).
• Payment terms: invoice payable within 30 days of receipt by Finance; no advance payments.
• No bonds or guarantees are expressly required, but the successful provider must sign the Service Provider Agreement and provide any additional guarantees the Authority may request.
• All prices must be in South African Rand and include applicable taxes.

• Central Supplier Database (CSD) full report or registration number must be submitted.
• Valid SARS Tax PIN (or TCS certificate) is mandatory.
• Proof of specific‑goal ownership (51 % women, youth, black, disabled) – CSD report or company registration documents.
• SAMSA accreditation certificate for training and issuing skipper licences is required.
• B‑BBEE preference points may be claimed as per the specific‑goal table (see Evaluation Criteria).
• Company must be registered with CIPC and provide company registration number.
• No directors or shareholders may be state employees or listed on the National Treasury restricted‑suppliers database.
• All documents must be signed, initialled and witnessed as per the standard bidding forms.
