2.1 Design a training programme proposal for skipper category c training and licensing process, with clear and
practical implementation plan. (Standard training and licenses for Boat Skippers)
2.2 The Training programme proposal should meet the following objectives:
• Empower the beneficiaries with practical skills in boat handling, navigation, and safety procedures.
• Launching, beaching through the surf, safety & emergency procedures.
• Cover aspects of boat handling and anchoring, ropes and knots
• Understanding of South African Maritime Safety Authority (SAMSA) requirements and regulations for skipper.
• Accumulate required sea time hours under the supervision of a licences skipper.
• Practical boat handling includes safety procedures in case of emergency response and collision regulation.
• Issuing of skipper license to qualifying participants.
2.3 The Training Programme Proposal Must Include the following:
• Course packs, theory and theory exam.
• Practical Training, 25 hours sea time + 12 surf launches and practical evaluation (provide boat for practicals).
• SAMSA Registration Fees and SAMSA Examination Fees
• Be in line with the South African Maritime Safety Authority regulations and standards
• Be participatory, practical and appropriate for adult learning
• Be easy to understand and include various demonstrations
• Be in line with the Protected Areas Act
• Information provided should be current and updated as possible.
• Visual aids should also be used on training materials.
• Course price per person, including all training related costs and documents required per participant.
• Details of the Training Team, Facilitators and their qualifications.
2.4 Approach and Methodology
• The Selected Service provider will be informed about the proposed dates to conduct training as recommended
by the project coordinators in line with the availability of participants / project beneficiaries and be asked to
confirm their availability.
iSIMANGALISO WETLAND PARK AUTHORITY
REQUEST FOR QUOTATION
• A period of minimum two weeks (ten working days) will be given to service provider to prepare and do the
necessary planning for training.
• We recommend that beneficiaries must be trained from our proposed sites around iSimangaliso however if it is
not practical on the side of the service provider arrangements can be made on our side to transport &
accommodate beneficiaries to agreed appropriate venues.
• Each participant must receive a course pack/manual and a copy for each course and must be submitted to
iSimangaliso as Portfolio of Evidence (POE) together with the invoice.
• Photographic evidence must also be captured during the course and be included in the report as POE.
• The service provider is responsible for ensuring that all participants sign the attendance register, inform
iSimangaliso team if there are any missing participants scheduled to attend.
• The service provider is also responsible for reporting timeously any challenge that may be encountered in the
training session which might impact on the implementation of training.
2.5 Reporting
The following is expected from the service provider as part of training report:
• Training Completion Report.
• Statement of Results & Skipper Licenses to be issued.
• Signed Attendance Registers
• Confirmation letters of Learners declared competent (to iSimangaliso & to DFFE)
• Database of learners Declared Competent.
• Intensive Narrative Report with Pictures & Detailed Report Per Learner
• Training Invoice & Statement
• Any other additional information that may be required by iSimangaliso or DFFE.
3. LOCATION
• These projects are based in areas around iSimangaliso Wetland Park, South Africa.
• It is recommended that beneficiaries are trained from our areas around iSimangaliso however if it is not
practical on the side of the service provider, arrangements can be made on our side to transport &
accommodate beneficiaries to agreed appropriate venues.
