Submit bids electronically via the Transnet e-Tender Submission Portal (transnetetenders.azurewebsites.net) using Google Chrome. Upload all bid documents against the tender (PPA-102733). No late submissions accepted. Submit at least 24 hours before closing (22 May 2026, 12:00 PM) to avoid technical issues. Maximum upload size: 30MB per file; multiple uploads allowed. (3) Minimum Technical Threshold (80 points): Eligibility requires CIDB 3SL grading for structural steel work. Experience: Proof of major steel structural work (4 POs = 60pts, 3 POs = 45pts, etc., minimum R450k per PO in past 2 years). Coded welders: 2 certificates = 40pts, 1 certificate = 20pts. (4) Weighted Scoring (100pts total): Price (80pts, formula: Ps = 80*(1 - (Pt/Pmin))), Specific Goals (20pts, e.g., B-BBEE). (5) Post-Tender Negotiations: Sequential negotiations with top 3 bidders if pricing is not market-related. (6) Objective Criteria: May override highest scorer for skills transfer, ROI, supplier rotation, or risk assessment results. (7) Award: Letter of Award issued to successful bidder(s). Validity period: 180 business days from closing date.

Validity period: 180 business days from closing date. May be requested to extend validity if evaluation is delayed. Payment terms and bonds/guarantees not specified in document.

Mandatory: Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/. Submit CSD number with bid. Tax Compliance: Provide SARS Tax Compliance Status (TCS) PIN (apply via e-Filing at www.sars.gov.za) or printed TCS certificate. If no TCS, CSD registration is mandatory. For consortia/joint ventures, each party must submit separate TCS/CSD. B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit. Foreign suppliers: Complete questionnaire to confirm RSA residency/branch/permanent establishment. If no RSA presence, TCS PIN not required.
