Evaluation follows the 80/20 PPPFA principle: 80 points for price, 20 points for specific goals. Mandatory requirements: Complete bid via eTender Portal before deadline, tax compliance (TCS PIN or CSD number), valid B-BBEE status (certificate or affidavit), no listing on National Treasury’s restricted suppliers database, compliance with all mandatory bid conditions (e.g., no state employees as directors/members), attendance at compulsory site visit/briefing session. Preferential points: 20 points for businesses owned by women, youth, or people with disabilities (30%+ ownership). Higher B-BBEE status levels earn additional preference points per PPPFA regulations. Disqualification risks: Late or incomplete submissions, fraudulent/misleading information (e.g., fake B-BBEE certificates), failure to meet tax compliance or COIDA requirements, non-compliance with mandatory bid conditions or specifications.

Scope: Lease (supply, deliver, install, commission, maintain, and decommission) 2 X-ray baggage scanning machines and 2 walk-through metal detectors for WRC’s new office premises for 3 years. X-ray machines must meet: valid Hazardous Substances Act licence, SABS-registered technicians, colour monitor, conveyor belt, remote operation (5m), max height 1400mm, max X-ray voltage 75kV, operate in 0°C–40°C and 95% humidity, steel base, discharge rollers, 24-hour conveyor belt, max dimensions 800mm (W) x 2000mm (L), 230V/50Hz power, <5A current, detect 0.16mm wire, 256+ grey shades, 448+ detectors, 25mm steel penetration, radiation leakage <0.5 mR/h, film safety for 1000 ASA. Walk-through metal detectors must meet: free-standing frame, multi-zone detection, ferrous/non-ferrous detection, tamper-proof, 2m walk-through height, 230V/50Hz, battery backup (1h), 50+ persons/min throughput, self-test button, LED bar graph + audible alarm, modular design, no pacemaker/magnetic media interference. Both systems must include: installation, commissioning, training (operational + troubleshooting), preventive maintenance (2x/year), 24/7 support, 4-hour response time, 24-hour repairs, temporary replacement if downtime >48h, decommissioning at contract end. Pricing: Fixed total bid price (ZAR) inclusive of VAT, all taxes, and price fluctuations for 3 years. Overheads may increase annually per CPI. Bid validity: 120 days. Payment terms: Invoices paid by last day of the month following receipt of correct, original invoice. Monthly statements due by the 5th of each month. No penalty interest for late payment compliance. All costs (preparation, presentation, demonstrations) are for the bidder’s account. Contract spend capped at approved amount; no excess payments.

Mandatory: Tax Compliance Status (TCS) PIN (via SARS eFiling) or CSD Compliance History Report (www.csd.gov.za). Bidders must submit: TCS PIN/CSD number, B-BBEE Status Level Verification Certificate (or sworn affidavit for EMEs/QSEs), SBD4 (Declaration of Interest), SBD6.1 (Preference Claim).
