Bidders must submit their bids online through the Electoral Commission’s eProcurement system. The bid amount as it appears on the eProcurement auction on the date and time of auction closure will be valid as stipulated for purposes of awarding of a contract and payment for delivery of the required goods and services. Bids must be placed for the correct unit of measure, that is, per UBT (each).

Completion and submission of the checklist is mandatory. Failure to complete this checklist will lead to disqualification.

Bids received in respect of this auction will be assessed/evaluated for compliance with technical specifications/functionality in accordance with the following evaluation criteria: Key requirements for evaluation. If the answer is NO to any of the questions the bid will be disqualified. The evaluation criteria include:

1. Did the bidder bid on the auction?
2. Was a written proposal submitted on time?
3. Is the bidder an established operator in the industry (braille printing)?

The Electoral Commission is desirous to procure Universal Ballot Templates (UBT) - Cardboard version of the following sizes: 165mm X 620mm (single column) - providing for up to 48 candidates and 305mm X 620mm (double column) - providing for up to 96 candidates. The cardboard version of the universal ballot templates is to be used to assist visually impaired voters to correctly mark ballots during the forthcoming 2026 Local Government Elections (LGE 2026).

The template must be in the form of a vertical folder with the fold on the right-hand side. The template, when folded, must at least be: a minimum of 165mm (tolerance of up to 10mm) wide with a minimum length of 620mm (tolerance of up to 10mm) that will allow the ballot to be inserted by an election official.

The Electoral Commission reserves the right to conduct inspections at the service provider’s premises for quality and adherence to specifications before deliveries are made. The service provider must undertake and warrant that all goods shall, at the time of delivery, be according to specifications, in good condition, order and ready for use.

Bids must be placed online on the Electoral Commission’s eProcurement system. The bid amount as it appears on the eProcurement auction on the date and time of auction closure will be valid as stipulated for purposes of awarding of a contract and payment for delivery of the required goods and services. All bid prices must include VAT.

Bidders must be registered and approved on the Electoral Commission’s eProcurement system. The bidder must be an established operator in the industry (braille printing) and must have direct control over the product design and production process. Bidders must also be tax compliant and registered on the National Treasury Central Supplier Database (CSD).

The Electoral Commission will ensure that all necessary health and safety measures are taken during the delivery and storage of the Universal Ballot Templates (UBT).

The contract for the supply and delivery of the LGE2026 Universal Ballot Templates (UBT) as per this bid is a ‘once off’ requirement. The Electoral Commission reserves the right to reject any deliveries not conforming to the above, including damaged units/parcels.
