Submission method: hand-delivered only. Other mandatory returnable documents (PRASA may allow 3 working days to submit if missing): valid SARS tax PIN; completion of all RFQ documentation including all declarations; CSD supplier registration number. Two-stage evaluation. Stage 1A (mandatory, automatic disqualification if not met): quotation on company letterhead; CIDB Grade 1EP or higher valid on submission date. Stage 1B (mandatory, 3 working days to remedy if missing): valid SARS tax PIN; completion of all RFQ documentation and declarations; CSD supplier registration number. Only bidders passing both Stage 1A and 1B proceed to Stage 2. Stage 2: Price (80 points) and Specific Goals (20 points) using the 80/20 preference point system. Price points calculated as Ps = 80(1 − (Pt − Pmin)/Pmin). Pricing format: fixed prices in South African Rand inclusive of 15% VAT, submitted on the prescribed pricing schedule/BOQ (Annexure). No bonds, guarantees or insurance requirements stated.
