Submit a formal quotation on official company letterhead, including VAT per item, the supplier's CSD (MAAA) number, and accurate banking details.

Quotations received after the closing date and time will not be accepted.

Returnable documents: completed and signed SBD 4 and SBD 6.1, a CSD report, and a valid SACNASP accreditation certificate.

Do not submit the RFQ document itself as the quotation.

Preference point system: 80/20 (80 points for price, 20 points for specific goals).

Price points calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin).

Specific goals: 20 points if the bidder has more than 50% ownership by Black people, women, or people with disabilities; 0 points if 50% or below.

Trusts, consortia, or joint ventures qualify if their average combined qualifying ownership exceeds 50%.

To claim specific goal points, submit a completed and signed SBD 6.1, a medical certificate (if claiming disability), a SANAS/CIPC accredited B-BBEE certificate or sworn affidavit, and a CIPC ownership certificate.

Failure to submit proof for specific goals means no preference points are claimed.

DFFE may perform due diligence, request additional information, and is not bound to accept the lowest or any quotation.

Deliver ESG and Sustainability training for 2 people.

Course content must cover: environmental and social governance; ESG risk, resilience and business implications; environmental and social aspects of sustainability; sustainability reporting; carbon accounting; business model innovation and strategic partnerships; and value creation for multiple stakeholders.

Accreditation: The service provider must be recognised by the South African Council for Natural Scientific Professions (SACNASP) and the South African Qualifications Authority (SAQA).

Certification: Issue a certificate of competence to learners after training.

Mode of delivery: Face-to-face.

Course duration: Minimum of 5 days.

NQF level: Level 5.

Training venue: Pretoria, Gauteng; the venue cost must be included in the bid price.

Bidders must not submit fraudulent information, including false membership, B-BBEE credentials, or experience.

Bidders must not make false declarations on the Standard Bidding Documents or misrepresent facts.

Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or defaulters.

Bidders must quote in line with the specification.

The service provider must be accredited by the South African Council for Natural Scientific Professions (SACNASP) and the South African Qualifications Authority (SAQA).

A certificate of competence must be issued to learners after the training.

Prices must be firm and inclusive of VAT where applicable.

All delivery costs and applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the bid price.

The quotation must include VAT per item and accurate banking details.

The price must remain valid for 90 days from the closing date; the department may request an extension in writing.

Registration on the Central Supplier Database (CSD) with a valid CSD MAAA number.

Tax compliance status verified via CSD or SARS e-Filing; non-compliant bidders have 7 working days to rectify.

Submit a valid SACNASP accreditation certificate; failure to do so leads to disqualification.

Complete and sign SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim).

Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or be persons in the service of the state.

For specific goal claims, submit a SANAS/CIPC accredited B-BBEE certificate or sworn affidavit, a CIPC ownership certificate, and a medical certificate for disability claims.

The contract will be formalised through an official purchase order or appointment letter on the department's letterhead; no goods or services must be delivered before this is received.

All prices must be firm and inclusive of VAT.

The department is not bound to accept the lowest or any offer and may accept an offer in full or in part.

The department may negotiate price with a recommended service provider without offering the same opportunity to others.

Failure to deliver within agreed timelines may result in order cancellation and possible inclusion on the National Treasury's Database of Restricted Suppliers.
