• Company profile detailing experience in tree-felling, sectional dismantling and invasive alien vegetation management, with a minimum of three (3) contactable references for similar projects completed within the past five (5) years. References must include completion certificates/reference letters.
• Details of key personnel assigned to the project, including qualifications/training and years of experience in chainsaw operations, climbing, rigging and sectional tree dismantling, plus CVs.
• A list and pictures of specialised equipment available for the project (chainsaws, woodchipper, climbing gear, rigging equipment, lowering devices, ropes, harnesses, transport vehicles).
• Submit a Project Implementation Plan if applicable.
• The Municipality reserves the right to verify all references and inspect previous projects and equipment at any stage.
• Failure to provide required information or submission of false/misleading information may result in the bid being deemed non-responsive.
• Only bidders who can demonstrate satisfactory experience in safe removal of large trees using recognised arboricultural techniques may be considered for award.

• This RFQ will be evaluated on the 80/20 preference point system (80 points for price, 20 points for specific goals).

• Bidders must demonstrate necessary experience, personnel and equipment to safely undertake removal of large invasive trees in environmentally sensitive areas.
• Bidders must provide at least three contactable references for similar projects completed in the past five years.
• Bidders must attend the compulsory site clarification session.
• Bidders must provide proof of Public Liability Insurance (R5 million) and COIDA compliance.
• The Municipality reserves the right to verify all references and inspect equipment.

• Scope: Removal of approximately fifty (50) invasive alien trees of varying sizes located within a municipal greenbelt at the Jeffreys Bay Poplar Dam. Exact number and size may vary and will be confirmed during the compulsory site inspection.
• The successful bidder shall supply all labour, supervision, transport, machinery, equipment, tools, consumables, fuel, petrol, oils, lubricants, PPE, climbing equipment, safety harnesses, ropes, rigging equipment and any specialised tree-felling equipment. All equipment must be maintained in safe working condition.
• Tree Removal Method:
• Trees shall not be felled in an uncontrolled manner due to proximity of residential properties, boundary fences, municipal infrastructure and indigenous vegetation.
• Remove each tree progressively from the top-down using sectional dismantling techniques.
• Use appropriate climbing and rigging methods to safely lower branches and stem sections.
• Prevent damage to surrounding indigenous vegetation, neighbouring residential properties and municipal infrastructure.
• Prevent unnecessary disturbance to the surrounding environment.
• All work must be undertaken by competent personnel experienced in sectional tree dismantling.
• Chipping and Biomass Management:
• Chip all branches and smaller woody material generated during the works.
• Spread wood chips evenly within designated areas of the municipal greenbelt as mulch.
• Leave the site neat and free of large debris.
• Remove only material instructed by the Municipality.
• Stump Treatment:
• All freshly cut stumps shall be treated with an approved herbicide to prevent coppicing and regrowth.
• Herbicide application shall comply with manufacturer's recommendations and applicable environmental legislation.
• Care shall be taken to prevent contamination of soil, watercourses and indigenous vegetation.
• Environmental Management:
• Exercise a duty of care throughout the project and apply environmental best practices at all times.
• Protect indigenous trees and vegetation.
• Prevent pollution.
• Prevent unnecessary soil disturbance.
• Avoid damage to wildlife and bird nests where applicable.
• Keep disturbance to surrounding residents to a minimum.
• Immediately report any environmental incident to the Municipality.
• Occupational Health and Safety:
• Comply with the South African Occupational Health and Safety Act and all applicable Regulations.
• Provide a site-specific Health and Safety Plan, Risk Assessment, Emergency procedures, First aid equipment, Competent operators, Daily toolbox talks, Appropriate PPE for all personnel, and Traffic and pedestrian control where required.
• Damage and Liability:
• The successful bidder shall be fully responsible for any damage caused to municipal infrastructure, private property, boundary walls and fences, utilities, and indigenous vegetation. Repair any damage at own cost.
• Provide proof of Public Liability Insurance with a minimum indemnity value of R5 million prior to commencement. Insurance must remain valid for the duration of the contract.
• Completion Period: All works must be completed within the period stipulated by the Municipality from the date of appointment, which shall not exceed 30 working days.
• General:
• The Municipality reserves the right to increase or decrease the number of trees to be removed, instruct the contractor regarding the sequence of work, suspend work should environmental or safety concerns arise, and inspect workmanship at any stage.
• All work shall be completed to the satisfaction of the Municipality's appointed project manager or authorised representative.
• Compensation for Occupational Injuries: Provide a valid Letter of Good Standing issued by the Compensation Fund (COIDA) covering all employees working on the project.
• Contractor Experience and References: To be considered responsive, bidders shall demonstrate necessary experience, personnel and equipment to safely undertake removal of large invasive trees in environmentally sensitive areas.

9. PROJECT IMPLEMENTATION PLAN TO BE SUBMITTED (if applicable)
