Two-stage evaluation: responsiveness (including sample approval) then price and preference points. No functionality scoring. The 80/20 preference point system applies (price 80 points, preference 20 points). Price points are calculated using the formula: Ps = 80

• (1 - (Pt - Pmin) / Pmin). Preference points are awarded for specific goals: promoting Micro and Small Enterprises (MSEs) based on the percentage of total expenditure subcontracted to MSEs or percentage of profit allocated to MSEs. Points are awarded as follows:

• 15% of total expenditure = 6 points, >12% up to 15% = 5, >9% up to 12% = 4, >6% up to 9% = 3, >3% up to 6% = 2, >=1% up to 3% = 1, <1% = 0

Contract duration: 36 months. The contract is subject to the CCT's Supply Chain Management Policy.
