Bidders must arrive on or before the stated time; latecomers will not be admitted and their bids will not be evaluated. Attendees must record their bidding entity in the attendance register; this also applies to joint ventures. Submission method — sealed bids marked with the correct tender number and bid description must be placed in the Tender/Bid box at the Stores and Procurement Offices, 22 Betastraal, Alton, Richards Bay before 12:00 noon on 25 September 2026. The bidder's details and return address must appear on the back of the sealed envelope. Only tender documents purchased from City of uMhlathuze are acceptable; no documents are issued without proof of the non-refundable fee. Late bids, or those delivered by courier or any other means that miss the closing time, are not accepted. Award and cancellation notices will be published on the municipal website. Returnable forms — the standard SBD/MBD forms included in the tender pack, including the invitation to bid, declaration of interest, preference points claim, declaration of past SCM practices, and certificate of independent bid determination, must all be completed, signed and submitted.

Evaluation split — price is weighted at 80 points and equity (B-BBEE) at 20 points, under the 80/20 preference point system. Prequalification — bidders must comply with NCCA registration or an equivalent, and the service provider must be a member of BCCI. Regulation 44 of the SCM Regulations bars awards to persons in the service of the state, or to entities with a director, manager, principal, shareholder or stakeholder in state service, or who are advisors or consultants contracted to the municipality. Attendance at the compulsory briefing and signing the attendance register is mandatory; failure invalidates the bid. The municipality does not bind itself to accept the lowest or any tender and may accept any tender in whole or in part.

Scope — cleaning services including turf management at uMhlathuze North municipal buildings, plus the supply, installation and servicing of hygiene equipment and all consumables, for a period of 36 months. Three separate bids are advertised for the North (reference 8/2/1/UMH1763-26/27), South (8/2/1/UMH1762-26/27) and West (8/2/1/UMH1761-26/27) areas.

Tender document fee — a non-refundable deposit of R 649.00 per bid. Payment may be made at the Rates Hall, Civic Centre, Richards Bay (closes 15:00 on weekdays), or by EFT into Council's FNB Richards Bay account, account number 63039446843, quoting the tender reference. Only EFT or cash is accepted. The successful bidder must implement a successful Corporate Social Investment (CSI) programme.

Prequalification — bidders must hold NCCA registration or an equivalent, and be a member of BCCI. Regulation 44 of the SCM Regulations prohibits awards to persons in state service or to entities with directors, managers, principals, shareholders or stakeholders in state service, or who are advisors or consultants contracted to the municipality. Bidders must purchase the official tender document from City of uMhlathuze. The standard SBD/MBD returnable forms in the tender pack must be completed and signed.

The successful bidder must implement a successful Corporate Social Investment (CSI) programme. Bidders who have not been contacted within 120 days after the closing date must accept that their tender was unsuccessful.
