Adlash maintenance and minor works on the optic fibre network of ntcsa, ESKOM and broadband infraco, carried out on an as-and-when-required basis over a three (3) year contract period. The work is contracted on a rates-based basis, with pricing set out in part c2 pricing data and the scope in part c3 scope of work: service information. Bidders must submit a signed c1.1 Form of offer and acceptance and enter a CIDB registration number on IT. the most consequential point is that the contract only comes into effect once the bidder receives a fully completed and signed original of that form, and any deviation not recorded in the schedule of deviations has NO effect.
CIDB registration: the bidder must enter its CIDB registration number on the C1.1 Form of Offer and Acceptance.
Pricing basis: rates-based contract; the Option A lump-sum totals (exclusive of VAT, VAT at 15%, and inclusive of VAT) do not apply.
Contract period and basis: three (3) years, on an as-and-when-required basis, covering the NTCSA, Eskom and Broadband Infraco optic fibre network.
Securities and insurance: within two weeks of receiving the completed agreement the contractor must contact the Employer's agent to arrange delivery of any securities, bonds, guarantees and proof of insurance required by the conditions of contract; failure to do so is treated as repudiation of the agreement.
Deviations: no amendment to or deviation from the tender documents is valid unless it is recorded in the Schedule of Deviations attached to the Form of Offer and Acceptance.
Alternative tenders: each alternative offer requires its own copy of the Form of Offer and Acceptance, and a bidder's covering letter must not form part of the final contract document.

It must address protection against atmospheric conditions, detailed procedures for coatings and coverings, electrical grounding, internal environment creation, vibration protection, and structural integrity protection. Compliance monitoring must commence with engineering instructions and continue until equipment is incorporated into an operating system. Nonconformities must be managed: if the supplier fails to respond and rectify nonconforming products within contractual conditions, the Project Manager may apply contractual remedies in accordance with FIDIC/NEC contract. Repeated nonconformities within 6 months must be escalated to management review committees and, if unresolved, to the supplier review committee for recommendation. Environmental
Source: 240-180100134_Transmission Environmental Requirements for Contractors and or Suppliers Standard.pdfThe standard sets minimum environmental criteria for assessing supplier conformity, covering the design phase, tender evaluation, supplier registration, site access, contract execution monitoring, and post-contract review. It requires contractors to have an Environmental Management System (EMS), preferably ISO 14001:2015, and to maintain environmental records such as aspects and impacts registers, waste management plans, and incident reports. Non-compliance may lead to work stoppage, suspension, or termination of the contract. Work stoppage can be initiated by any person if an activity poses a threat to health or the environment. Suppliers may be subject to status reconsideration and removal from the Eskom database for serious environmental non-conformances or fraudulent documentation.

Section
Source: 240-180100134_Transmission Environmental Requirements for Contractors and or Suppliers Standard.pdfEnvironmental requirements are evaluated as part of tender evaluation. For high-risk contracts, an 'all or nothing' approach is used; suppliers not meeting requirements are given seven days to submit outstanding documents. Non-compliance does not lead to disqualification but is highlighted in the submission report for the Delegated Approval Authority. Environmental practitioners conduct evaluations and compile reports.
