SANParks requires the appointment of a service provider for the servicing and maintenance of LV and MV and electrical compliance within the Tsitsikamma Section of Garden Route National Park for a period of 60 months. The purpose is to appoint a suitably qualified and accredited electrical contractor to provide preventative maintenance, breakdown maintenance, repair services, testing, inspection, statutory compliance and emergency call-out services for electrical infrastructure within the park. SANParks is a public entity mandated to conserve, protect, control and manage national parks and protected areas, managing over 4 million hectares of terrestrial and 369,657 ha of marine protected biodiversity.

Returnable documents (all must be completed and signed by an authorised representative):

• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page. Non-submission results in disqualification.
• Pricing schedule: completed pricing schedule in the RFQ document. Non-submission results in disqualification.
• SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at SANParks. Non-submission results in disqualification.
• SBD 6.1 (Preference Claim Certificate): claims preference points, accompanied by an original or certified B-BBEE Status Level Verification Certificate or B-BBEE Sworn Affidavit. Non-submission does not result in disqualification, but preference points will not be claimed.
• Proof of CSD registration: bidders must be registered on the Central Supplier Database prior to submitting the quotation. Non-submission does not result in disqualification, but a bidder must be registered on CSD to be eligible for award.

If a bidder fails to fully comply with the administrative criteria, SANParks may allow a grace period of 7 calendar days to submit or supplement the information before disqualification.

The successful bidder will be required to fill in and sign a written Contract Form (SBD 7).

Evaluation stages:

1. Mandatory requirements (pass/fail):

• Valid CIDB grading 1EBE & 1EP or higher
• Valid COIDA Letter of Good Standing

Failure to submit all mandatory documents results in disqualification.

2. Preference point system: 80/20 (price 80 points, specific goals 20 points)

Specific goals: Local suppliers adjacent to SANParks operations (within 650 km from Tsitsikamma National Park) – 20 points.

Proof required to claim the points:

• Municipal rates bill in the name of the bidder company or directors (not older than 3 months); or
• Local municipality confirming business address (not older than 3 months); or
• Signed and valid lease agreement with proof of latest rental payment (bank proof, EFT slips or receipts matching the landlord's details, not older than 3 months).

Where a supplier is a tenant, they must submit a copy of the municipal bill plus a letter of consent from the landlord tying the business to the address.

Failure to submit proof or documentation to claim specific goals will be interpreted as not claiming those points.

Award: The bidder who has quoted on all items as required is recommended for contract award, subject to supplying the relevant administrative documentation and complying with all terms and conditions.

Scope: Provision of electrical maintenance services for Medium Voltage (MV) networks, Low Voltage (LV) installations, backup generators, transformers, electrical repairs and issuing of Certificates of Compliance (CoCs) at Tsitsikamma National Park.

Contract period: 60 months from date of appointment.

MV systems (up to 11kV):

• Inspection, maintenance and repair of MV distribution networks, Ring Main Units (RMUs), MV switchgear, MV overhead lines, MV underground cables, terminations and joints, protection equipment, earthing systems, MV substations, surge protection devices.
• Services include quarterly inspections, thermal imaging of switchgear and terminations, insulation resistance testing, earthing resistance testing, cable fault identification and repair, MV switching operations, replacement of damaged components, cleaning and servicing, updating and maintaining single-line diagrams.

LV installations:

• Maintenance and repairs of main distribution boards, sub-distribution boards, distribution kiosks, circuit breakers, contactors, electrical control panels, building wiring, power outlets, lighting systems, street lighting, flood lights, emergency lighting, electrical reticulation systems.
• Services include preventative maintenance, fault finding, replacement of defective components, load balancing, tightening of electrical connections, thermal imaging, electrical safety inspections, voltage and load testing.

Emergency breakdown services:

• 24-hour emergency response, 7 days per week.
• Attendance within 4 hours for critical failures (MV power interruptions, generator failures, transformer failures, main distribution board failures, safety-related electrical faults).
• Attendance within 24 hours for non-critical failures.

Backup generator maintenance:

• Monthly inspections (visual, battery, fuel system, coolant, lubrication, control panel, automatic transfer switch).
• Quarterly servicing (engine oil, oil filter, fuel filter, air filter inspections, functional testing, safety shutdown testing).
• Annual major service (comprehensive engine inspection, alternator inspection, load bank testing, fuel system, cooling system, battery load testing, control system testing).
• Service report required after each maintenance visit.

Transformer maintenance:

• Visual inspections, oil level and leak inspections, bushing inspections, earthing inspections, thermographic inspections, cleaning, tightening of terminals.
• Annual testing: oil dielectric strength, oil condition analysis, insulation resistance, winding resistance, earth resistance.
• Maintain transformer service records and condition reports.

Certificates of Compliance (CoCs):

• Inspection and testing in accordance with SANS 10142.
• Issue CoCs for new installations, alterations and repairs; verify existing installations; prepare defect reports.
• All CoCs submitted to SANParks within 5 working days of completion of testing.

Reporting:

• Monthly reports: work completed, breakdown incidents, materials utilised, outstanding defects, safety incidents, recommendations.
• Annual condition assessment report: condition of transformers, generators, substations, MV and LV infrastructure, asset replacement recommendations, risk assessment.

Applicable standards: SANS 10142-1, SANS 10199, SANS 10313, Occupational Health and Safety Act, applicable IEC Standards, NRS Standards, Eskom Distribution Standards, Municipal and Supply Authority requirements.

Scope of work and approach:

• Provision of preventative maintenance, breakdown maintenance, repair services, testing, inspection, statutory compliance and emergency call-out services for electrical infrastructure at Tsitsikamma National Park.

• LV installations: maintenance and repairs of distribution boards, kiosks, breakers, contactors, control panels, wiring, outlets, lighting, street lighting, flood lights, emergency lighting, reticulation; services include preventative maintenance, fault finding, replacement of defective components, load balancing, tightening connections, thermal imaging, safety inspections, voltage and load testing.
• Emergency breakdown services: 24/7 response, 4 hours for critical failures, 24 hours for non-critical; critical failures include MV power interruptions, generator failures, transformer failures, main distribution board failures, safety-related faults.
• Backup generator maintenance: monthly inspections, quarterly servicing, annual major service including load bank testing.
• Transformer maintenance: visual inspections, oil level/leak checks, bushing inspections, earthing inspections, thermographic inspections, cleaning, tightening terminals, annual testing including oil dielectric strength, insulation resistance, winding resistance, earth resistance.
• Certificates of Compliance: inspection and testing per SANS 10142, issuing CoCs for new installations, alterations, repairs, verification of existing installations, defect reports, submission within 5 working days.
• Reporting: monthly reports and annual condition assessment report.
• Deliverables: maintenance schedules, service reports, inspection reports, test certificates, transformer test results, generator service records, electrical drawings updates, CoCs, annual condition assessment reports.

Quality and testing requirements:

• MV systems: quarterly inspections, thermal imaging, insulation resistance testing, earthing resistance testing, cable fault identification and repair.
• LV installations: preventative maintenance, fault finding, load balancing, tightening connections, thermal imaging, electrical safety inspections, voltage and load testing.
• Backup generators: monthly inspections, quarterly servicing, annual major service including load bank testing.
• Transformers: visual inspections, oil level/leak checks, thermographic inspections, annual testing including oil dielectric strength, insulation resistance, winding resistance, earth resistance.

Pricing schedule:

• Tenderers shall provide rates for: monthly preventative maintenance, emergency call-out rates, labour rates (normal time, after hours, weekends/public holidays), generator servicing, transformer servicing, thermographic surveys, CoC inspections and certification, MV switching and standby services, supply and replacement of electrical materials.
• Pricing items: Establishment costs, Call out fee (3hr response time), Labour rate per hour (Skilled, Semi-skilled, General Worker), Labour rate per hour after hours, Travelling cost per km (max 200km one way), % Mark-up on SABS approved material and parts, Annual escalation % for years 2-5.

• All prices inclusive of VAT.

Pricing schedule items (all prices inclusive of VAT):

Minimum contractor requirements:

• Registered with the Electrical Contracting Board of South Africa (ECB)
• Registered with the Department of Employment and Labour
• Have Wireman's Licence personnel available
• Have at least one Registered Installation Electrician or Master Installation Electrician
• Have MV operating experience on systems up to 11kV
• Submit proof of Public Liability Insurance
• Submit proof of COIDA registration
• Submit valid Letter of Good Standing
• Provide at least three references for similar work completed within the last five years

Tax compliance:

• Bidders must submit their unique SARS Tax Compliance Status (TCS) PIN, or a printed TCS certificate, or a CSD number if registered on the Central Supplier Database.
• In consortia, joint ventures or subcontracting arrangements, each party must submit a separate TCS certificate/PIN/CSD number.
• No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state.

B-bbee:

• A B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.
• B-BBEE points are claimed via SBD 6.1.

CSD registration:

• Bidders must be registered on the Central Supplier Database (CSD) of National Treasury and provide proof of registration.

Foreign suppliers:

• Foreign suppliers must complete the questionnaire in the bid document regarding residency, branch, permanent establishment, source of income, and tax liability in South Africa.

Health, safety and environmental requirements:

• Comply with the Occupational Health and Safety Act, Construction Regulations, Electrical Installation Regulations, and SANParks Environmental Management requirements.
• Implement Lock-Out and Tag-Out procedures, Permit-to-Work requirements, and Hazard Identification and Risk Assessment procedures.
• Applicable standards: SANS 10142-1, SANS 10199, SANS 10313, OHSA, IEC, NRS, Eskom Distribution Standards, Municipal and Supply Authority requirements.
• The successful bidder must submit an Occupational Health & Safety File (OHS Plan, OHS Policy, Baseline Risk Assessment, Applicable Appointments) prior to commencement of works.

Environmental requirements:

• The contractor must comply with SANParks Environmental Management requirements.
• Work is within a national park; the contractor must conserve, protect, control and manage the protected area and its biological diversity.
• No specific environmental impact or sustainability requirements beyond compliance with SANParks environmental management.

Contract form SBD 7.2 - Rendering of Services:

• The service provider undertakes to render services in accordance with the bidding documents at the quoted prices.
• Offers remain binding during the validity period (90 days from closing date).
• The following documents form part of the agreement: bidding documents (invitation to bid, proof of tax compliance, pricing schedules, task directive/proposal, preference claim form, bidder's disclosure, special conditions), General Conditions of Contract, and any other specified documents.
• The service provider confirms the correctness and validity of the bid, that prices cover all obligations, and accepts responsibility for any mistakes in pricing.
• The service provider declares no collusive practices and confirms authorisation to sign.
• The purchaser accepts the bid and undertakes payment within 30 days after receipt of invoice.

Special conditions:

• Bids must be delivered by stipulated time to correct address; late bids not accepted.
• Bids must be submitted on official forms.
• This bid is subject to PPPFA, Preferential Procurement Regulations 2017, GCC, and any other special conditions.
