The council for medical schemes requires the supply, replacement, installation, testing and commissioning of two 12v bsa 688 200ah generator batteries for a 500 kva cummins qs 15 gb three-phase generator, and of a 120 kva or higher modular UPS comprising two 30 kw power modules, a cab006 battery cabinet, forty 65ah 10-year csb batteries and a dc kit, at its centurion premises. The scope covers removal of the old equipment, electrical and control connections, load testing, a generator starting test and handover of warranty and commissioning documentation, with the UPS specified to give two hours of backup at 10 kw and 35 minutes at 30 kw. Quotations close on 29 october 2026 at 11:00 and must be emailed to [email protected]. The decisive hurdle is the mandatory phase 1 screening: two recent references for similar UPS or generator work, a valid electrical contractor registration, CIDB level 1 or higher in eb or ep, and an oem reseller letter, any one of which missing ends the bid before price is scored.
Closing and submission: 29 October 2026 at 11:00, by email to [email protected] only. Late bids are rejected, and submissions via WeTransfer, Google Drive or Dropbox are not considered.
Mandatory Phase 1 evidence: two references or completion certificates for installation or maintenance of UPS systems, generators or other backup power systems, issued on the client's letterhead and not older than five years (generally dated on or after 9 October 2021). Failing Phase 1 means the bid is not evaluated on price or goals.
Registrations: a valid electrical contractor registration with the Department of Employment and Labour, ECA(SA) or ECB, valid on the closing date, plus CIDB registration at Level 1 or higher in work class EB (Electrical Engineering Works: Building) or EP (Electrical Engineering Works: Infrastructure), held by the bidder or a subcontractor.
OEM authorisation: an official letter or certificate from the UPS manufacturer confirming the bidder is an authorised reseller of the specified UPS in South Africa, valid at the closing date.
Project plan: must cover the installation date and time agreed with CMS, expected service interruptions, CMS approval of all planned power interruptions, protection of critical IT systems, immediate notification of technical issues, written approval for work outside the agreed scope, and a business continuity plan.
Scoring (80/20): price carries 80 points and must be supported by a detailed budget breakdown; specific goals carry 20 points (HDI ownership 5, company size 3, black woman ownership 5, disability ownership 3, youth ownership 4). Only bidders who complete and sign SBD 6.1 are considered for preference points, and a valid B-BBEE certificate or sworn affidavit is required for company-size points.
Administrative disqualifiers: SBD 1, SBD 4 and SBD 6.1 must be completed and signed; the CSD number must appear on SBD 1; a SARS tax compliance PIN or printed TCS certificate is required; no bid is accepted from a person in the service of the state or a company or close corporation with such a director or member; bid validity is 90 days.
