This project aims to develop an Impact Evaluation Framework to assess the effectiveness and impact of MHSC's research, legislative and stakeholder engagement interventions, piloted on the TMM collision prevention regulatory requirements under Regulation 8.10.

Evaluation in three phases:

Phase 1 – SCM compliance: completeness and correctness of returnable documents. No award without full provision.

Phase 2 – Functionality: minimum threshold of 70% overall to progress. Criteria (total 100 points):

• Experience of service provider in applied research/consulting (5 points): >5 years = 5, 5 years = 3, <5 years = 0.
• Reference letters (5 points): >10 years = 5, 10 years = 3, <5 years or no CV = 0.
• Qualifications of Project Leader (5 points): Doctoral = 5, Master's = 3, less = 0.
• Mining Health and Safety Specialist experience (5 points): >10 years = 5, 10 years = 3, <10 years = 0.
• Qualifications of Mining Health and Safety Specialist (5 points): Doctoral = 5, Master's = 3, less = 0.
• Quality of project proposal (5 points): must address all four requirements (methodology, feasibility, scope, schedule); reproducing scope verbatim scores 0.

Phase 3 – Price and Specific Goals: 80/20 preference point system. Price scored out of 80 (lowest price gets highest score); specific goals out of 20, claimed via SBD 6.1 and supported by valid B-BBEE certificate or sworn affidavit.

The Mine Health and Safety Council (MHSC) requires a service provider to develop and pilot an Impact Evaluation Framework for assessing the effectiveness and impact of its research, legislative and stakeholder engagement portfolio (including Regional Tripartite Forums). The pilot will focus on the Trackless Mobile Machinery (TMM) collision prevention regulatory requirements under Regulation 8.10. Scope of work:

• Develop a practical, evidence-based framework covering relevance, implementation, uptake, outcomes, effectiveness, impact, barriers, stakeholder experiences, and lessons learnt.
• Provide evaluation criteria, indicators, data requirements, data collection tools, assessment methods, and reporting templates.
• Pilot the framework on TMM collision prevention regulations, including reviewing documentation, developing a sampling approach, assessing implementation and effectiveness, engaging stakeholders, and identifying data gaps.
• Refine the framework based on pilot findings, and produce a user guide and implementation roadmap.

Deliverables:

• Inception Report
• Draft Impact Evaluation Framework
• TMM Pilot Evaluation Report
• Final Impact Evaluation Framework and User Guide
• Final Report and Implementation Roadmap, with a knowledge-transfer session to MHSC officials.

Contract period: 9 months (6 months for project activities, 3 months for administrative and close-out).

The project proposal must clearly define the methodology (design, participants, datasets, study sites, instruments, procedures), be feasible (access to participants, sites, data), address all items of the project scope, and include a project schedule with timelines and costing. Proposals that reproduce the scope of work verbatim without a clear methodological approach will score 0 points.

Service provider must have at least 5 years' experience in applied research. Project team must include:

• Monitoring and Evaluation Specialist (Project Leader): Master's qualification in M&E, Evaluation Studies, Research, Public Policy or related field; at least 10 years' experience in developing and applying M&E frameworks, designing indicators, methodologies, data collection tools, and managing evaluation/research projects.
• Mining Health and Safety Specialist: Master's qualification in mining, OHS, engineering or related field; at least 10 years' experience in mine health and safety.

Advantageous: implementation science knowledge, experience evaluating research uptake, knowledge of mining legislation, and stakeholder engagement ability.

Prices quoted in ZAR, inclusive of all taxes and costs. Pricing schedule (SBD 3.1) with line items: Inception report, Draft impact evaluation framework, TMM pilot evaluation report, Final impact evaluation framework and user guide, Final report and implementation roadmap. Total price must encompass all costs; no additional or hidden costs accepted. Payment within 30 days of invoice after completion of deliverables.

Pricing: quoted in South African Rand, inclusive of all taxes (VAT) and all costs to deliver services. No additional or hidden costs accepted. Pricing schedule (SBD 3.1 Firm Unit Prices) with line items for each deliverable. If a quote and SBD 3 differ, the SBD 3 price prevails. Validity period: 30 days from date of closure. Payment: within 30 days of receipt of invoice after completion of deliverables, per PFMA and Treasury Regulations. No service before an official MHSC Purchase Order is issued. Award may be subject to price negotiations if prices are not market related.

Mandatory:

• Registration on the Central Supplier Database (CSD) – proof required.
• Tax compliance: submit SARS TCS PIN or CSD number; tax matters must be in order.
• B-BBEE: valid certificate or certified sworn affidavit to claim specific goals points.
• Not be a person in the service of the state, nor a company with directors who are.
• Foreign suppliers: complete the foreign supplier questionnaire; if not resident in RSA, no SARS TCS PIN required.
• Service provider must have at least 5 years' experience in applied research.
• Project Leader: Master's qualification in M&E, Evaluation Studies, Research, Public Policy or related field, and at least 10 years' experience in developing and applying M&E frameworks.
• Mining Health and Safety Specialist: Master's qualification in mining, OHS, engineering or related field, and at least 10 years' experience in mine health and safety.

Disqualification risks: incomplete documentation, fraudulent or untrue information, failure to comply with mandatory requirements, canvassing or lobbying, offering gifts to MHSC employees, or acting dishonestly.

The service provider must acknowledge awareness of the Occupational Health and Safety Act and that they are an employer in their own right with duties and responsibilities as prescribed in the Act.

The RFQ is subject to the General Conditions of Contract (GCC) issued by National Treasury. The successful bidder must sign a written contract (SBD 7). The MHSC may conduct due diligence (site visits, reference checks) before award or during the contract. The bid remains binding and irrevocable for 30 days from submission. No services may be rendered before an official MHSC Purchase Order is issued. The MHSC may terminate the contract during the first week if the service provider misrepresented themselves. The MHSC may cancel the RFQ if needs change, funds are unavailable, no RFQ meets specifications, or there is a material irregularity.

The RFQ is subject to the Preferential Procurement Policy Framework Act and General Conditions of Contract. The successful bidder must sign a written contract (SBD 7). Bidders must comply with tax obligations and be registered on the CSD. The MHSC reserves the right to cancel the RFQ under certain circumstances. Contract period is 9 months. MHSC adheres to POPIA. Bidders are warned about scams and must not contact MHSC staff other than designated officials.
