Bids must be submitted online via the e-Submission (e-Tender) system; email submissions will not be accepted or processed. Proposals must remain valid for 60 days from submission. Bids must be submitted in three parcels:

Evaluation is conducted in three stages:

• Stage 1 (Administrative): SARS Tax Compliance Status PIN (valid 60 days), CSD registration report, CIPC documents, and valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Non-compliance may lead to rejection or a 7-day window to submit supplementary information.
• Stage 2 (Mandatory): valid Letter of Good Standing with Compensation Commissioner (COIDA) or Registered Mutual Association policy. Failure to provide this results in automatic disqualification.
• Stage 3 (Price and Specific Goals): 80/20-point system. Price scores 80 points; ATNS Specific Goals score 20 points. The 80/20 system applies to tenders up to R50 million (all taxes included). Scope: supply of skilled, semi-skilled, and unskilled labour on a rate basis for local and out-station maintenance at Cape Town Station (FACT) on an as-and-when required basis for five years.

• Skilled labour: artisans, handymen, painters, carpenters and similar trades.
• Semi-skilled labour: general maintenance assistants and trade assistants.
• Unskilled labour: general workers for cleaning, manual handling, basic site support and related duties.

Labour may be required for preventive and corrective maintenance, minor repairs and installations, cleaning and housekeeping, grounds maintenance, emergency maintenance support, and any other station maintenance tasks as instructed.

Service requirements: supply labour within agreed response times; ensure personnel are medically fit and competent; provide proper supervision where required; provide all statutory compliance documentation for employees; replace unsuitable personnel within 24 hours upon request; adhere to site safety, security and operational procedures; maintain accurate attendance registers/timesheets signed by the site representative.

Pricing must be submitted on SBD 3.3 with rates for skilled artisan, handyman, semi-skilled labour, unskilled labour (normal and after-hours), travel per kilometre, and accommodation per person per night, for each of Years 1 to 5. All rates include wages, statutory contributions, PPE, supervision, overheads and profit unless stated otherwise. Escalation applies annually from Year 2 to Year 5 based on the bidder's indicated percentage. Travel and accommodation costs require prior approval. Payment is based on actual work executed using the rates, supported by signed timesheets. The entire schedule must be completed; incomplete schedules are non-responsive.
