Submit the bid in a sealed envelope marked with the bid number and name, deposited in the tender box at the reception area of Umdoni Municipality, Cnr Bram Fischer and Williamson Street, Scottburgh, 4180, before 12:00 on 09 September 2026.

• Late submissions will not be considered.
• Bids that are incomplete, unsigned, or not in black ink will be rejected.
• Returnable documents must include: MBD 1 (Invitation to Bid), MBD 7 (Contract Form – to be signed by the successful bidder), and any other returnable schedules listed in Part T2 of the tender document.

Evaluation uses the 80/20 preference point system (for contracts up to R50 million).

• Price: 80 points, scored using the formula: Ps = 80 x (1 - (Pt - Pmin)/Pmin).
• Specific Goals: 20 points, allocated as follows:
• 10 points: 100% Black-owned EME or SME.
• 5 points: 51% Black-owned EME or SME.
• 10 points: Enterprise located within Umdoni Municipality.
• 5 points: Enterprise located within uGu District Municipality.
• 2 points: Enterprise located within KwaZulu-Natal province.
• Bidders must score the highest total points for award, subject to the price being market-related.
• Minimum qualifying threshold: CIDB contractor grading 7CE or higher is mandatory.

The works comprise the upgrade of two roads in Nkanini Access Road (Ward 19):

• Road 1: 0.9 km length, 4.2 m width, starting at 30°14'48.07"S 30°14'20.93"E.
• Road 2: 1.1 km length, 4 m width, starting at 30°14'20.93"S 30°14'2.31"E.
• Scope includes civil engineering works as described in Part C3 of the tender document (Description of the Works, Construction, Management, and Particular Specifications).
• Bidders must price using the Bill of Quantities provided in Part C2.2.
• A performance guarantee is required (C1.3).
• Occupational health and safety agreement must be signed (C1.4).

Pricing must be submitted on the official Bill of Quantities (Part C2.2).

• The total bid price must be stated on the bid form.
• A performance guarantee is required as per Part C1.3; the percentage amount is not stated in the extract.
• Bidders must sign the Occupational Health and Safety Agreement (C1.4).

Mandatory documents and registrations:

• CIDB contractor grading: 7CE or higher (proof required).

• MBD 8 (Declaration of Bidder's Past SCM Practices): disclose past practices.
• Municipal clearance certificate: certifying no outstanding rates to Umdoni Municipality (or any municipality). If no rates are payable, submit an affidavit with proof of residence and a signed lease agreement if applicable.

• Joint ventures or consortia must submit separate TCS/CSD numbers for each party.
