Cathsseta requires a service provider to develop three recognition of prior learning (rpl) toolkits for the occupational certificates in cookery, food handling and kitchen hand, aligned to the qcto curriculum documents, and to capacitate qcto-accredited providers to implement them. The terms of reference set a 12-month contract from signature, with a detailed project plan due within 10 working days of award and a confidentiality agreement signed before work begins. Bids are submitted online only through the cathsseta tender portal by 06 november 2026 at 11:00, and NO briefing session will be held. The decisive hurdle is functionality: bidders must score at least 70 of 100, including 40 points for an etdp seta rpl advisor statement of results or od etd qualification and 40 points for client reference letters each supported by a purchase order.
Closing and submission: Online only via the CATHSSETA Tender Portal (https://www.cathsseta.org.za/tenders) by 06 November 2026 at 11:00; hand-delivered, couriered, emailed and faxed bids are rejected, and the portal's electronic timestamp is the official timekeeper.
No briefing session: None will be held and there is no site visit; written enquiries must reach [email protected] by 30 October 2026, with answers published in a clarification register on the CATHSSETA website.
Functionality threshold: Minimum 70 of 100 to proceed. Methodology and implementation plan 20 points (20 for all 3 scope elements, 10 for 2, 5 for 1, 0 if non-responsive); ETDP SETA RPL Advisor statement of results or OD ETD qualification 40 points (0 if not submitted); reference letters 40 points (5 or more = 40, 3 to 4 = 20, 1 to 2 = 10, none or irrelevant = 0).
Reference letters: At least five signed letters on client letterhead, each stating scope, duration and client feedback, and each accompanied by the matching purchase order — a letter without its purchase order is invalid.
Key personnel and timing: A Project Manager/Lead with at least 5 years' project management and RPL experience plus an RPL Advisor/Assessor experienced in RPL toolkit development, with CVs for all key personnel. The terms of reference set a 12-month contract from signature (the bid is advertised as 36 months), with a project plan due within 10 working days of award and a CATHSSETA confidentiality agreement signed before work starts.
Preference points (80/20): Price 80 points and specific goals 20 points — Black People ownership of 51% or more = 8, Black Women ownership of 30% or more = 4, Black Youth ownership of 30% or more = 4, People with Disability ownership of 20% or more = 4; goals claimed without the required proof are forfeited.
Compliance documents: Valid tax compliance PIN, CSD registration number with a fully completed company profile, valid B-BBEE certificate or sworn affidavit (EMEs and QSEs), company registration documents, and signed SBD 1, SBD 3.3, SBD 4, SBD 6.1 and SBD 7.2 Part 1 with the GCC; proof of authority to sign (such as a company resolution) must be included, and files must be unlocked PDFs that open during evaluation.
