The state security agency requires a service provider to deliver an end-to-end change management strategy over three years, supporting the restructuring of the agency's organisational structure and culture across four stages: immediate priority requirements, organisational transformation and implementation support, future-state design and transition support, and sustainability and benefits realisation. The provider must supply specialist resources with proven organisational transformation experience, including work with intelligence, security or law enforcement organisations in south africa. Evaluation runs through administrative screening, mandatory requirements, a technical proposal and finally price and b-bbee, and the most consequential hurdle is that bidders must score at least 65 of 100 on the technical proposal and at least 80 of 100 on the presentation before price is considered. All staff working on the project must obtain ssa security clearance, with the cost carried by the bidder.
Closing and submission: bids close on 6 November 2026 at 11:00 and must be deposited before that time in the bid box at SSA Headquarters Reception, Musanda Complex, R50 Delmas Road, Rietvlei, Pretoria (Joe Nhlanhla Street 377-JR, Rietvlei, Pretoria), or submitted via the e-tender website in a sealed envelope bearing the bid number, description and closing date; late bids are not accepted and bids remain valid for 150 calendar days.
No briefing session: no compulsory briefing or site meeting will be held for this tender, so all clarification must be sought by email or telephone from the listed contact no later than two days before the closing date.
Technical thresholds: bidders must score a minimum of 65 out of 100 on the technical evaluation to reach price and preference scoring, and shortlisted bidders must present their solution and score at least 80 out of 100 on the presentation, which is assessed across eight criteria worth 12.5 points each.
Security clearance: the successful bidder and every individual involved in the project must obtain a positive SSA security clearance (default level confidential, secret where the environment requires it), sign an Oath of Secrecy and cooperate with vetting officers; clearance costs are for the bidder's account, non-cooperation can disqualify the bid, and the security documentation must be submitted in a separate envelope marked "SECURITY REQUIREMENTS".
Tax and CSD compliance: an original valid Tax Clearance Certificate (valid six months from issue) must accompany the bid and failure to submit it invalidates the bid; bidders must be registered on the Central Supplier Database or provide a SARS Tax Compliance Status pin, and tax matters must be compliant at submission, during the tender and at award.
B-BBEE evidence: a valid B-BBEE status level verification certificate or a sworn affidavit (for EMEs and QSEs) must be submitted to claim preference points under the 80/20 system, where price carries 80 points and B-BBEE up to 20 points; a bidder without proof is not disqualified but scores 0 of 20.
Experience thresholds: the project team needs 15 or more years of organisational transformation experience with intelligence, security or law enforcement organisations in South Africa to earn the full 30 points, and the company needs 15 or more years of public-sector change management and organisational transformation experience for the full 40 points; experience gained as a government employee does not count as project experience, and foreign qualifications without SAQA accreditation score 0.
