Bids must be submitted in a sealed envelope clearly marked with the bid number, description, and closing date, placed in the tender box at Mbombela Civic Centre, 1 Nel Street, Mbombela, before 11:00 on 24 August 2026. Bids received by telegram, fax, or email will not be considered. Late bids will not be accepted. The bid document must be completed in non-erasable black ink; corrections must be dated and signed by the authorised signatory. Erasures, tippex, pencil, or erasable ink render the bid non-responsive. The bid must be signed by a party with authority to do so; failure will lead to rejection. The following mandatory documents must be attached: valid Tax Compliance Status (TCS), proof of company registration, certified ID copies of directors, full CSD registration report (not older than 30 days, summary not accepted), current municipal rates and taxes statements for the business and all directors (or proof of residence from tribal authority or lease agreements with lessor's rates statements), and a certified B-BBEE certificate or sworn affidavit. Mandatory returnable documents: valid Tax Compliance Status (TCS), proof of company registration, certified ID copies of directors, full CSD registration report (not older than 30 days, summary not accepted), current municipal rates and taxes statements for the business and all directors (or proof of residence from tribal authority or lease agreements), certified B-BBEE certificate or sworn affidavit, and a company profile. Certified copies must not be older than three months. For JV/consortium, a formal agreement with at least 51% lead partner share is required. Each party in a JV/consortium must submit separate required documents.

Evaluation uses the 80/20 preference point system: 80 points for price and 20 points for specific goals. Specific goals include: 5 points for 100% black-owned enterprise, 5 points for at least 30% woman-owned, 2.5 points for at least 30% youth-owned, 2.5 points for at least 30% people with disabilities-owned, and 5 points for an EME located within Mbombela area. The City will use the CSD report to verify these claims. Bidders must be registered on the CSD and provide a full CSD report not older than 30 days. A valid TCS is required. Bidders or directors in the service of the state, or listed on the Register of Bid Defaulters, are disqualified. Municipal rates and taxes arrears exceeding three months disqualify the bid.

Supply and delivery of seedlings for the Mbombela Community Work Programme (CWP) for all wards within the City's jurisdiction. Quantities: 70,000 each of spinach, cabbage, brown onion, tomato, and beetroot seedlings. Delivery point: 1 Nel Street, Mbombela Civic Centre. Delivery must be completed within 10 calendar days after appointment and signing of the contract. Late delivery incurs penalties of 5% of the total bid price per day.

Bidders must provide a company profile and relevant experience. For joint ventures or consortia, a formal agreement must be attached with clear profit and loss sharing percentages, and the lead partner must have at least 51% majority shares. Each party in a JV/consortium must submit separate required returnable documents.

Pricing schedule items: Spinach seedlings (70,000 each), Cabbage seedlings (70,000 each), Brown onion seedlings (70,000 each), Tomato seedlings (70,000 each), Beetroot seedlings (70,000 each), Delivery point (1 each). Prices must be firm, inclusive of VAT, and include all delivery costs. The offer must be valid for 30 days from the closing date. Failure to fully complete the pricing schedule leads to immediate disqualification.

Joint ventures must submit a formal agreement with the lead partner holding at least 51%.

The contract will be based on a once-off delivery. The successful bidder must deliver all deliverables within 10 calendar days after appointment and signing of the contract. Failure to deliver within the prescribed period incurs penalties of 5% of the total bid price per day or part thereof. The contract may be cancelled summarily if the successful bidder fails to execute the service, and the bidder will be liable for any additional expense incurred. Neither the Council nor the bidder may cede or assign the contract without written permission. The period of validity of tenders is 30 days from the closing date.

The tender must be made out on the attached form, fully priced, extended, totalled, completed in all respects, signed, and sealed in an envelope. Proof of posting will not be accepted as proof of delivery. Tenders will be opened in public immediately after the closing date. The City reserves the right to cancel the tender.
