Submission channel: sealed A4 envelope deposited in Tender Box 2 at CTICC 1 reception (1 Lower Long Street, Convention Square, Foreshore, Cape Town) before the closing time. Envelope must show the tender number, title, tenderer name and address, and closing date. Email and fax submissions are not accepted. Late bids are not accepted. Bids must be completed in non-erasable ink; all returnable schedules must be completed, signed and returned. Original plus nil copies required. Joint ventures must submit a notarised formation document and each member firm must complete the compulsory declaration separately. Returnable forms include: Bid Submission Checklist, Compulsory Declaration, MBD 9 (Certificate of Independent Tender Determination), MBD 5 (Declaration for Procurement above R10 million), Confirmation of CTICC and CSD registration, MBD 6.1 (Preference Points Claim), Record of Addenda, Proposed Amendments and Qualifications, Insurance, Minimum Requirements, Tenderer's Experience, Experience of Key Staff, Quality Control Procedures, Contract Form – Rendering of Services, Pricing Schedule, and Performance Evaluation Checklist. Failure to submit any returnable schedule disqualifies the bid.

Scoring mechanism: 80/20 preference points system (80 = price, 15 = B-BBEE status, 5 = locality). Functionality is evaluated first with a minimum qualifying score of 70 out of 100. Functionality criteria: Tenderer's Experience (70 points), Experience of Key Staff (15 points), Quality Control Procedures and Practices (15 points). Each criterion is scored on a five-point scale (non-compliant, poor, satisfactory, good, very good) mapped to 0, 40, 70, 90, 100. Evaluator scores are averaged, weighted and totalled. Bidders failing the minimum functionality score are non-responsive. After functionality, price and preference scoring apply. Additional objective criteria include the financial benefit of the bidder's proposed rebate for recyclable waste. Risk analysis may assess reasonableness of the financial offer and unit rates. The CTICC may reject a bid if rates are excessively low or high or imbalanced.

Pricing Schedule (C2.2) must be submitted on the form bound into the tender document or a similar format; unsigned Pricing Schedule renders the bid non-responsive. Pricing errors are corrected per standard rules: unit rates govern line-item totals, and the tenderer may be asked to revise the total. Public Liability insurance of R20 million is required; proof must be submitted with the tender before evaluation (see Schedule 9). The CTICC is not obliged to enter into credit arrangements or provide guarantees for payment within 30 days under MFMA section 99(2)(b); bidders cannot later demand such arrangements without it being a bid condition.

Eligibility: bidders must be registered on the CTICC Supplier Database and the Central Supplier Database (CSD) as a service provider prior to adjudication; registration is required before the adjudication date to be responsive. The successful bidder must operate from an established office within a 100 km radius of the CTICC. Tax compliance: a valid Tax Clearance Certificate or Tax Compliance Status (TCS) PIN must be submitted with the bid; failure may invalidate the bid. Foreign suppliers must complete the pre-award questionnaire. Joint ventures/consortia must each submit separate TCS/CSD details and a consolidated B-BBEE certificate. B-BBEE: a SANAS-accredited B-BBEE Verification Certificate or a sworn affidavit (for EME/QSE) must be submitted to claim preference points; failure means no B-BBEE points are claimed. Compulsory Declaration (Schedule 2) must disclose any service to the state by principals or family members, and any conflicts of interest. MBD 9 certifies independent bid determination. MBD 5 is required for procurement above R10 million. Bidders must not be in the service of the state, have tax matters in order, not be listed on the Register of Tender Defaulters, and have no municipal arrears exceeding three months. Proof of authority to sign (e.g., board resolution) must be submitted.
