DENEL pmp (pretoria metal pressings, a division of DENEL soc ltd) requires the supply and delivery of 99.995% Pure zinc ingots to specification 1330010 issue 3 over a one-year period, estimated at ±240 000 kg per annum (±20 000 kg per month), with quantities varying according to demand. Bidders must first clear administrative and mandatory screening — proven zinc trading, certified shareholding records and stamped bank-confirmed banking details — and then score at least 70 of 100 on functionality before price and preference points are opened. The functional score is the decisive hurdle: 40% rests on years of zinc ingot trading evidenced by commercial invoices and 40% on buyer reference letters NO older than two years, so a bidder without a documented trading track record risks elimination before price is considered. Tenders close at 12:00 on 30 october 2026 and must be delivered physically in two separately marked envelopes.
Closing and delivery: 30 October 2026 at 12:00 SA time; one hardcopy plus one electronic copy on memory stick, in two separate envelopes (Envelope 1 Qualifying and Functional Evaluation, Envelope 2 Price and Preferential Points), delivered to the tender box at Denel PMP Main Admin Building Reception, 1 Ruth First Street, Lotus Gardens, Pretoria West. Box hours are Monday to Thursday 07:30–15:30 and Friday 07:30–12:30. No compulsory briefing. Late, misdirected or wrongly packaged tenders are disqualified.
Functional minimum score: bidders must score at least 70 of 100 on functionality to reach the price stage — 40% for years of zinc ingot trading, 20% for technical and product capability, 40% for buyer reference letters.
Experience evidence: commercial invoices showing product (zinc ingots), grade, quantity and delivery terms. 10 years or more scores 5 points (40%), 8–9 years 4 points (32%), 6–7 years 3 points (24%), 3–5 years 2 points (16%), under 2 years 1 point (8%).
Reference letters: three letters score 5 points (40%), two score 3 points (24%), one scores 1 point (10%), none scores zero. Each letter must name a contact person, title and contact numbers and must be less than two years old; bidders without their own trading record may use letters from former employers or another credible source.
Mandatory criteria (Annexure K): proof of trading in zinc, current banking details on stamped bank letterhead, certified copies of all shareholder certificates with a detailed shareholding breakdown, and a shareholder agreement where there is more than one shareholder. Missing any of these may disqualify the bid.
B-BBEE and preference points: valid B-BBEE certificate or sworn affidavit (EMEs are those with annual revenue of R10 million or less); failure to submit valid proof by the closing time scores zero for B-BBEE ownership. The 80/20 system applies — price 80 points, plus 5 points each for black women ownership above 30%, black ownership above 51%, black youth ownership, and ownership by black people living with disability.
Pricing and penalties: fixed Rand prices with all applicable taxes included, completed on Annexure A and placed in the Price and Preferential Points envelope; prices subject to confirmation are rejected and failure to submit the price proposal disqualifies the bid. Late delivery is penalised at 1% of total order value per completed week of delay, capped at 10%, and delays beyond 4 weeks allow the order to be cancelled in whole or in part.
