The gauteng department of roads and transport is establishing a three-year panel of service providers for the supply and application of herbicides on provincial roads (schedule a) and pest control and fumigation services across all departmental facilities (schedule b), drawn on only as and when required with NO guaranteed volume of work. Bidders must select one schedule and hold that schedule's mandatory registrations: a department of agriculture pest control operator certificate (industrial vegetation and noxious weeds for schedule a, structural for schedule b), sapca affiliation, a coida letter of good standing, and, for schedule a only, a sacpcmp-registered safety officer or safety manager. Evaluation runs in two stages — responsiveness, then functionality scored out of 100 with a minimum qualifying score of 70 — and NO pricing is submitted at this stage. The decisive risk is the compulsory briefing on 23 october 2026 at 10:00 in koedoespoort, pretoria, since non-attendance disqualifies the bid, with sealed bids due in the marshalltown tender box by 06 november 2026 at 11:00.
Compulsory briefing: 23 October 2026 at 10:00, Main Boardroom, Department of Roads and Transport, 1215 Nico Smith Street, Koedoespoort, Pretoria. The attendance register is the proof of attendance, non-attendance disqualifies the bid, and a representative may attend on behalf of only one bidding enterprise or JV/consortium/trust.
Closing and submission: 06 November 2026 at 11:00, sealed envelope clearly marked with tender number DRT 09/09/2026 and the full description, deposited in the tender box at Ground Floor, Life Centre Building, 45 Commissioner Street, Marshalltown, Johannesburg, 2000. Electronic, telegraphic, telephonic, telex, facsimile and email bids are rejected and late bids are not evaluated.
Functionality threshold: scored out of 100 per schedule with a minimum of 70 to proceed; no pricing is required at this stage. Schedule A — key personnel max 40 (certified PCO 20, supervisor/foreman 10, SACPCMP Safety Officer 10), company experience max 50 (5 completed projects with signed completion certificates issued since 2000 = 50), environmental control and quality assurance max 10. Schedule B — key personnel max 45 (certified PCO 30, assistant PCO 15), company experience max 50 (5 projects evidenced by reference letters with aligned appointment letters = 50), environmental control and quality assurance max 5.
Mandatory registrations: Department of Agriculture Pest Control Operator certificate (Schedule A — Industrial Vegetation and Noxious Weeds; Schedule B — Structural), SAPCA affiliation certificate or registration confirmation letter, and a COIDA Letter of Good Standing from the Department of Labour. Schedule A only: Safety Officer registered and in good standing with SACPCMP as Safety Officer or Safety Manager, with candidate registration not accepted. Schedule B assistant PCOs need a SAQA-accredited Pest Control Skill Programme certificate or proof of registration as an Assistant PCO working under a registered PCO.
Key personnel evidence: T1.1 (Forms B1) must be completed for every person proposed, showing project description, duration and contactable references; incomplete forms score zero, no CVs may be submitted, and a person may not be proposed for more than one position.
Company experience evidence: Schedule A requires completion certificates signed by all relevant parties for projects completed since 2000, with practical completion certificates not accepted; Schedule B requires reference letters with aligned appointment letters on the previous client's letterhead, supported by award letters. Missing or unsigned evidence scores zero.
Compliance and disqualification: CSD registration number or MAAA number, tax compliance status PIN (each JV/consortium partner submits its own), CIPC or Master of the High Court registration, certified ID copies of members and shareholders, signed Integrity Pact, SBD 4 and proof of authority to sign; JV/consortium bidders must attach a signed agreement showing the percentage revenue split and may not bid individually for the same service. Listing on National Treasury's Restricted Supplier and Tender Defaulter Report, collusive or anti-competitive conduct, inducements, fraud or forgery conviction, a director holding directorship in another bidding entity, or termination for non-performance in the last 5 years disqualifies a bidder.

Gauteng Department of Roads and Transport invites service providers to join a panel for the supply and application of herbicides on roads and for pest control and fumigation services across all departmental facilities, for three years, as and when required.
The panel is intended to speed up sourcing, secure best value for money, ensure a sustainable supply of services and allow flexibility for future needs.
Appointment to the panel is not a binding contract and does not oblige the department to procure any services; work is allocated on an as-and-when-required basis.
