Health & Safety Technical Evaluation Functional Criteria: threshold 80%. Criteria: proof of ability to execute asbestos removal and replacement (20%), method statement/standard operating procedure for removal and disposal (20%), contractor track record (30% for at least 5 asbestos works, 20% for at least 3, 10% for not more than 2, 0% if none), Working at Heights certificates for personnel (10%), acknowledgement of providing a Safety File prior to commencement (20%). Prices are evaluated inclusive of VAT, corrected for arithmetical errors, excluding contingencies, adjusted for variations, and compared on Net Present Value. Unconditional discounts are considered; conditional discounts are not. Specific Goals: failure to submit evidence results in zero points for that goal, but not disqualification.
