The following returnables must be submitted: 1) Written Price Quotation Request (the entire submission including the NDoH's request); 2) Bill of Rates fully priced, no items left blank, all rates inclusive of all costs (Annexure A); 3) CIDB Certificate (Minimum Grade 2 GB or higher; in case of a JV, a valid CIDB JV grading certificate) (Annexure B); 4) Certified Trade Qualification in Plumbing for the proposed plumber (Annexure B); 5) Valid Wireman Licence for the proposed electrician (Annexure B); 6) Relevant Company Experience: three appointment letters or purchase orders for similar projects each with minimum value of R500,000, with completion certificates and contactable client details (Annexure B); 7) Company Registration Documents (Annexure C); 8) Central Supplier Database Report/Number/Tax compliance status pin (Annexure C); 9) Standard Bidding Documents (SBD 4, 5 and 6.1) (Annexure D); 10) Letter of Good Standing (COIDA) (Annexure D); 11) Addendums if issued by the NDoH (Annexure E).

Evaluation is in two phases. Phase 1: Mandatory requirements – all must be submitted for the bidder to proceed. These include attendance of the compulsory briefing session, fully priced Bill of Rates, CIDB certificate (minimum Grade 2 GB or higher), certified plumbing qualification, valid wireman licence, three references of similar projects each with a minimum value of R500,000, and any addendums. SCM administrative documentation includes a SARS tax compliance status PIN, completed and signed SBD 4 and SBD 6.1, and a CSD report. Phase 2: Price and specific goals – the 80/20 preference point system applies (80 points for price, 20 for B-BBEE status level). Failure to comply with any mandatory requirement may result in disqualification.

Scope of work: The contractor must provide all labour, material, plant and transport for civil and plumbing works (excavate, repair and replace sewer and stormwater infrastructure; construct and rehabilitate soakaways; install and repair piping systems; rectify leaks, blockages and overflow conditions), mechanical and electrical works (maintain and repair wastewater treatment plants including Lilliput systems; replace and repair pumps including grinder pumps; repair electrical panels, dosing systems and associated infrastructure; fault finding and system restoration), general site works (minor construction, refurbishment and defect rectification including tiling, plastering and painting; structural and non-structural repairs), and emergency works (respond to sewer spillages, electrical faults and mechanical breakdowns; implement temporary and permanent remedial measures). Work is identified on an as-and-when-required basis. Deliverables: fully functional infrastructure systems, compliance with applicable SANS standards, and completion reports and quality assurance documentation.

Work allocation process: Step 1 – Service Manager identifies a defect, maintenance requirement or emergency. Step 2 – Scope Definition: Service Manager defines scope of works, KPIs and required timelines. Step 3 – Contractor Engagement: standard process requires the appointed contractor to submit quotations within 3 working days; in emergencies, the Service Manager may enter into direct negotiation. Step 4 – Contractor submits pricing based on agreed rates, methodology (if required) and schedule. Step 5 – Service Manager evaluates proposals based on compliance and price competitiveness. Step 6 – Purchase Order issued. Step 7 – Execution of works with all compliance documentation. Step 8 – Inspection and certification. Step 9 – Contractor performance is recorded.

Bidders must submit three appointment letters or purchase orders for projects of a similar nature, each with a minimum value of R500,000, together with completion certificates or completion letters signed by the client. Each reference must include contactable client details. The proposed plumber must hold a certified trade qualification in plumbing (e.g., National Certificate in Plumbing). The proposed electrician must hold a valid wireman licence that is current and legible.

Deliverables must be fully functional infrastructure systems, compliant with applicable SANS standards, and accompanied by completion reports and quality assurance documentation. The Service Manager inspects works and issues a completion certificate or report.

Pricing must be based on labour rates, plant and equipment, and materials where applicable. Material, plant and equipment procurement may be reimbursed on a cost-plus basis. The Bill of Rates (Annexure A) must be fully priced with no items left blank, and all rates must be inclusive of all costs. No upfront deposits or advance payments will be made; payments are made only upon completion, verification and approval of works.

The recurring infrastructure failures, including sewer system breakdowns and wastewater treatment plant failures, pose a risk of environmental non-compliance. The contractor must ensure continuous operational compliance of healthcare facilities and implement remedial measures to prevent environmental non-compliance.

The contract will be executed under the NEC4 Term Service Contract (TSC). Contractors are appointed to a panel; no work is guaranteed. Work is issued through Task Instructions, and allocation is based on urgency, availability, capability and performance. The Department may engage directly with the contractor in emergency situations. Payments are made only upon completion, verification and approval of works; no upfront deposits or advance payments. The supplier must indemnify and hold harmless the NDoH, its agents and employees against any claims, damages, losses and expenses, including attorney's fees, arising from the performance of the contracted work. This indemnity covers all labour, materials and equipment, and applies to claims involving injury to or destruction of tangible property (excluding the work itself) caused by the supplier's negligence or that of its sub-suppliers or employees.
