• If Phase 1 score <80 %, the tender is technically unacceptable and will not proceed.
• Pricing is scored out of 90 points (VAT‑inclusive, corrected for errors, adjusted for variations, NPV comparison, unconditional discounts considered).
• Specific PPPFA goals are scored out of 10 points; failure to provide evidence results in 0 points for that goal.
• Preference points claim form (Annexure I) may add points as per PPPFA 2022 regulations.
• Overall technical minimum threshold is 80 %; total score is the sum of technical (100 %) and price/specific goals (100 %).

• Scope: Provide maintenance services and technical support on regenerative air heaters, auto‑variable pitch axial flow fans and centrifugal fans for 14 coal‑fired power stations on an “as‑and‑when‑required” basis for 5 years.
• Deliverables: Routine maintenance, repairs, spare‑part supply, performance monitoring, and on‑site technical support.
• Standards: NEC3 term services contract, ISO 9001 quality management system, Eskom Standard Conditions of Tender.
• Capacity/experience requirements: Minimum experience with units ≥200 MW (air heaters) or ≥3 000 kW (fans); at least five relevant references (local or international) covering design, manufacture, installation and support.
• Service levels: Response as required, local site capability assessment (Phase 3) to verify resource capacity.
• Required documentation: Annexure N (Scope of Work), Annexure O (Technical scoring), and all relevant compliance annexures (C‑R).

• Pricing must be inclusive of VAT and submitted in PDF and Excel formats.
• Performance security: Provide a performance bond or parent‑company guarantee; select a minimum of two Eskom‑approved financial institutions.
• Payment terms: ≤30 days for contracts < R50 million (incl. VAT); ≤60 days for contracts ≥ R50 million (incl. VAT).
