ESKOM distribution is seeking expressions of interest from suppliers capable of manufacturing, configuring, testing, supplying, delivering, erecting and training on a previously developed range of approved protection, control and substation automation schemes, predominantly based on hitachi and ge protection relays, including swing frame cabinets, over a period of up to four years. The most consequential requirement is that bidders must demonstrate capability to supply and support existing ESKOM scheme designs, carrying a 60% evaluation weight, backed by oem/var letters confirming timely supply and warranty support.
Bidders must be an OEM or Value Added Reseller able to supply and support existing Eskom scheme designs, evidenced by letters from the OEM/VAR confirming timely supply of Hitachi/GE IEDs and that guarantees/warranties will be upheld.
Bidders must provide evidence of experience in the past 2 years with manufacturing Protection Schemes, Gateway schemes or similar equipment, and demonstrate ability to manufacture and supply schemes within 15 weeks, supported by a factory layout diagram.
Bidders must provide evidence of technical expertise in configuration and support of protection and SCADA gateway devices, including CVs, and evidence of technical training capabilities with course details.
Bidders must populate RFI tables for a comprehensive list of items including Hitachi/GE IED training, protection relay configurations, gateway configurations, HMI configurations, networking devices, GPS devices, and specific scheme types (HV Feeder, Transformer, Tap Change, Multipurpose Feeder, Cable Feeder, Low Impedance Buszone, High Impedance Busbar, Substation Gateway, Pole Mount Gateway, Networking Devices, GPS Time Synchronisation, Junction Boxes, Swing Frame Panels) with all associated options and spares, plus transport and erection of panels and a costing table.
The evaluation is qualitative (RFI-based) with a structured scoring model: 4 = Fully compliant, 2 = Partially compliant, 0 = Non-compliant/No Response. Categories and weights: Capability to supply and support existing Eskom scheme designs – 60%; Experience with Protection and Automation scheme manufacturing, configuration, and training – 30%; Ability to supply items for a proposed production contract and costing – 10%.
