Methodology
Source: TECHNICAL EVALUATION.pdfEvaluation is conducted per SAP number.
Level 1 and Level 2 are evaluated independently by at least two evaluators; disparities resolved by consensus.
Level 3 sample evaluation is also independently evaluated by at least two evaluators.
Level 4 Factory Assessment is conducted as a team with a single result.
If Level 2 score is below 100% but meets threshold, deviations are noted and not penalised again at Level 3.
Sample evaluation may be done at the manufacturing plant for unduly large samples; smaller samples must be delivered to the designated Eskom commercial office within 14 calendar days of request.
Experience & Qualifications
Source: TECHNICAL EVALUATION.pdfManufacturers with 5+ years of prior Eskom supply may be exempt from Factory Assessment at the team's discretion; new manufacturers are always assessed.

Quality Management
Source: STEEL GRADES AND WELDING REQUIREMENTS FOR STEELWORK.pdfMaterial specification: Steel used in fabrication of structural steelwork shall comply with SANS 50025-2. Imported steel shall undergo landing tests including mechanical (tensile, impact, bending) and chemical composition testing. All material grades shall be supplied with a material grade certificate/mill test certificate. Chemical composition shall comply with SANS 50025-2. Tensile properties, impact resistance (Charpy V-notch, minimum 27 J at 20°C), bending properties, and hardness values (per Table 2) are specified. Hardness values are used as a non-destructive method to verify heat treatment control.
Welding requirements: Welding procedures shall comply with SANS 15614-1. Electrodes shall comply with SANS 50025-2. Minimum fillet weld sizes per AWS D1.1 (Table 3). General inspection: at least 2 sample products per batch checked for dimensional accuracy. Welders shall be qualified per AWS D1.1/D1.1M. Examination and testing of welds per Table 4, including non-destructive testing (visual, magnetic particle, dye penetrant, ultrasonic, radiographic) and destructive testing (transverse tensile, bend, macroscopic, impact, hardness). Records of test results shall be kept. Tests must be performed by accredited institutions.
Heat treatments: Unless otherwise requested by Eskom, supplier/manufacturer shall heat treat materials not complying with test requirements or that underwent extensive welding. Maximum two heat treatment cycles. Precautions to avoid decarburization.
Galvanizing: All welding procedures shall be performed prior to hot dip galvanizing, sherardizing or thermal spraying. Welding residues must be removed before coating. Low silicone, water-soluble anti-spatter sprays recommended. Surface preparation per standard. In high corrosive environments, a high quality epoxy such as polyurethane shall be used to top up galvanising coat. All galvanising procedures and tests shall be conducted by a SANAS approved laboratory in accordance with SANS 121. Certificates shall indicate at least five coating thicknesses and the average value.
Repairing damaged galvanizing coat areas: Total uncoated areas for renovation shall not exceed 0.5% of total surface area; each uncoated area shall not exceed 10 cm². Larger areas require re-galvanizing unless agreed by Eskom. Repairs by zinc-containing paint, zinc paste, or thermal zinc spraying. Repair coating shall provide sacrificial protection, minimum average thickness 105 μm unless otherwise agreed.
Test facility: Supplier/manufacturer shall ensure tests conducted outside Eskom are SANAS approved. Eskom shall not accept test certificates from unapproved testing facilities.
