DocumentGrootvlei PS Technical Specification for refurbishment of T1 and T2 cond valves (1 off) (008).pdfReview complete
Description
Source: Grootvlei PS Technical Specification for refurbishment of T1 and T2 cond valves (1 off) (008).pdf
Condenser tube leaks at Grootvlei Power Station stem from the inability to isolate the main cooling water system. Investigation showed the main condenser isolation valves (T1 and T2) no longer isolate effectively and their seats are deteriorated, requiring complete refurbishment. The specification covers five (5) 1350NB metal seated butterfly valves forming the main condenser cooling water isolation, operated electrically through an actuator and gearbox that the Employer issues free of charge for testing.
Important Dates
Source: Grootvlei PS Technical Specification for refurbishment of T1 and T2 cond valves (1 off) (008).pdf (unknown)
Site visit
The Employer will arrange a site visit to Grootvlei Power Station so the appointed contractor can inspect the valves and identify any coating repairs needed for correct valve performance.
Date, time and venue are not stated in this specification.
Post-award site attendance
After contract award the contractor must visit Grootvlei to identify the specific valves to be transported to its repair facility.
Technical Specifications
Source: Grootvlei PS Technical Specification for refurbishment of T1 and T2 cond valves (1 off) (008).pdf (unknown)
Scope
Refurbishment of five (5) triple offset metal seated butterfly valves used as main condenser cooling water (CW) isolation valves (T1 and T2) at Grootvlei Power Station.
The valves were removed from Unit 2 and Unit 4; the laminated disc seats and body seals are significantly deteriorated and require full refurbishment.
Refurbishment is carried out in a workshop in South Africa.
The Employer free-issues the gearboxes and actuators for testing purposes.
Valve data (Table 1)
Model: triple offset, double flanged
Nominal bore: 1350NB
Face-to-face: approximately 360 mm
Pressure rating: 300 kPa
Flange drilling: Table 32 holes, 1530 PCD — 8 holes drilled 35 mm and 4 tapped M30
Flange PCD: approximately 1530 mm
Actuator model: 14.1 – F14 (gearbox and actuator supplied by the Employer)
Pressures and testing
Maximum system operating pressure: 220 kPa
Seal tightness test: based on a maximum seal shut-off of 400 kPa
Design pressure for pressure-bearing items (body and disc): 600 kPa
Hydrostatic test on the fully assembled valve: the disc is partly opened so the whole body is subjected to hydraulic pressure; if the body holds, the disc is closed and a seat leakage test follows.
After a successful seat leakage test: set the gearbox end stop, adjust the actuator torque settings and set the limit switch to the closed position.
Gearbox stops are set during the seat/seal leakage test and sealed afterwards to prevent tampering; the valve closes on torque, with gearbox end stops as back-up should the torque switches fail.
Flange rims must be marked condenser side and duct side.
Standards and amendments
Eskom 240-63154109 Rev 3 (large bore metal seated butterfly valves for cooling water isolation) applies, with these exclusions: Figure 1; Section 3.1 (valve body); Section 3.3 (discs); Section 3.4 (spindles); Sections 6.1 to 6.4; Section 7.2 (hydraulic actuation); the whole of Section 8 (mechanical lock-out facility / accident prevention system); Section 16.2 (in-situ repair).
The term "large bore" is replaced by 1350NB throughout the specification.
Where 240-63154109 Rev 3 allows options, the bidder must state clearly which option is included in the tender.
The contractor must review the CW chemistry in Annexure 1 and confirm the selected valve materials suit that chemistry regime and operating temperature.
Collection, packaging and transport
The contractor collects the valves from Grootvlei Power Station and conveys them to its repair facility; cranage for loading onto the transport vehicle is the contractor's responsibility.
Each valve is individually wrapped in reinforced PVC or reinforced nylon, sealed against rain and dust reaching the sealing faces, and UV resistant because the valves are not normally stored under roof.
Upstream and downstream flanges are covered with a solid cover (plywood or galvanised sheeting) before wrapping.
Valves are packaged or crated so that forklift, sling or overhead crane handling cannot cause damage, with special care for coated areas.
The gearbox remains on the valve during transport; the crate or pallet must always support the gearbox and be marked to prevent lifting or rigging on the gearbox.
The valve is inspected at the contractor's works before transport to the power station, to the Employer's acceptance, as an Employer hold point on the QCP.
Methodology
Source: Grootvlei PS Technical Specification for refurbishment of T1 and T2 cond valves (1 off) (008).pdf (unknown)
Method
Refurbish the triple offset metal seated butterfly valves, complete with the gearboxes and actuators free-issued by the Employer.
Review the CW chemistry in Annexure 1 and confirm the valve materials suit the chemistry regime and operating temperature.
Mark the flange rims condenser side and duct side.
After contract award, visit Grootvlei to identify the valves to be transported.
Collect the valves from Grootvlei Power Station and move them to the contractor's repair facility; the contractor provides the cranage needed for loading.
Hydrostatic test the assembled valve with the disc partly open so the body is pressurised; if the body holds, close the disc and run the seat leakage test.
On a successful seat leakage test, set the gearbox end stop, adjust the actuator torque settings and set the limit switch to the closed position.

Cooling water chemistry
Annexure 1 provides the typical Grootvlei CW water chemistry regime, covering CaCO3 precipitation potential, calcium hardness, chemical oxygen demand, chloride, electrical conductivity at 25 °C, M and P alkalinity, magnesium hardness, nitrate, pH at 25 °C, potassium, SiO2, SO4, sodium, total hardness, total suspended solids and turbidity.
The contractor must confirm that the valve materials selected are suitable for this chemistry regime and the operating temperature.

Packaging
Valves must be packaged or crated so that transport and off-loading by forklift, slings or overhead cranes cannot damage them; coated areas need particular care.
Each valve is individually wrapped in durable reinforced PVC or reinforced nylon.
The wrapping is sealed to keep rain and dust off the valve sealing faces and is UV resistant, as the valves are normally stored without roof cover.
Upstream and downstream flanges are covered with a solid cover (plywood or galvanised sheeting) before wrapping.
The valve is inspected at the contractor's works before transport to the power station, to the Employer's acceptance, as an Employer hold point on the QCP.
The gearbox stays on the valve during transport; the crate or pallet must always support the gearbox and be marked to prevent lifting or rigging on the gearbox.
