ESKOM requires a fire detection system for the ankerlig gas turbine power station in the western cape, contracted under the nec3 term services contract with the scope of work set out in that contract and its pricing schedule. Bidders must hold a CIDB contractor grading of 7sf or higher and reach at least 80% on the technical evaluation before price and b-bbee preference are scored on the 80/20 system. Attendance at the compulsory site clarification meeting at ankerlig on 27 october 2026 at 11h00 is a condition of bidding, with intention to attend confirmed by 12h00 on 23 october 2026. Tenders close at 10h00 on 05 november 2026 and must be uploaded to the ESKOM tender bulletin e-tendering site, as NO hard copies are accepted.
Compulsory site clarification meeting: 27 October 2026 at 11h00 at Ankerlig Gas Turbine Power Station. Attendance must be confirmed by 12h00 on 23 October 2026 with the Eskom Representative, giving the company name, position and contact details of each proposed attendee. Bidders who do not attend are disqualified and will not be evaluated.
Closing and submission: 05 November 2026 at 10h00, electronic submission via the Eskom Tender Bulletin e-tendering site only. No hard copies, no zip or condensed files; documents in PDF with the price list also in Excel; 500 MB per document and 4 GB per submission; the submission status must show as complete. Late tenders are rejected and only the latest resubmission counts.
CIDB grading: contractor grading of 7SF or higher, based on the estimated contract value over five years. Joint ventures qualify only if every member is CIDB-registered, the lead partner holds 6SF or higher and the combined grading reaches 7SF or higher. Proof is due at closing, or within 21 working days of closing if agreed with the employer.
Evaluation: technical/functionality threshold of 80%, below which a bid is not evaluated further; Eskom may drop the threshold to 70% if no bidder reaches 80%. Price carries 80 points and specific goals (B-BBEE) 20 points, added together to rank bidders. Prices are evaluated inclusive of VAT, with contingencies excluded and unconditional discounts counted.
Disqualifiable returnables due at closing: Annexures A (Authorisation), B (Acknowledgement), C (Tenderer's Particulars), D (Integrity Pact Declaration), E (CPA for local goods/services where applicable), H (SBD 1), J (SBD 4), the completed NEC Term Services Contract, the completed Pricing Schedule in PDF and Excel, CIDB proof, COIDA certificate or proof of application, Employment Equity compliance proof, tax clearance where the bidder is not CSD-registered, the quality and safety returnables, and Technical Evaluation Criteria Attachment 3. Missing, unsigned or incomplete disqualifiable returnables end the bid.
Registration and empowerment evidence: CSD registration (CSD number or report) is mandatory for all tenders. Tax compliance via SARS e-filing PIN or CSD profile, failing which a certified tax clearance certificate. A valid B-BBEE certificate or sworn affidavit is needed to claim the 20 specific goal points — no proof scores zero but does not disqualify. SBD 6.2 and Annexures G1 to G4 apply only where designated materials are included.
Financial due diligence and eligibility bars: before award, bidders must produce the latest approved annual financial statements of the bidding entity itself (not the parent), with a signed director's report, signed auditor's/reviewer's/compiler's report and full statements; drafts and management accounts are not accepted, and unaudited South African entities also submit a signed public interest score and ITA34C for the current and previous years. Start-ups formed within the last 12 months are exempt at bid stage. Bidders are disqualified for conflict of interest, restriction by Eskom or National Treasury, listing on the Tender Defaulters list, submitting more than one tender, subcontracting 100% of the scope, or signing by an unauthorised person.

Contractual Terms
Source: Invitation to Tender (ITT) Rev. 28 - Ankerlig Fire Detection System - E3671GXPOU.pdfContract form: NEC3 Term Services Contract. The estimated CIDB grading is based on contract value over a five-year period. Payment terms: 30 days from receipt of undisputed invoices for contracts below R50 million including VAT, and 60 days for contracts above R50 million including VAT. Contractual requirements — CSD registration as a mandatory requirement, plus SHEQ, financial viability and B-BBEE where stipulated — are assessed after evaluation and ranking and must be met before award; failure may render the tender non-responsive. CIDB Contract Skills Development Goals apply at 0.25% for the SF class of works. Contract Participation Goals and provision of security for performance are not applicable. Alternative tenders are not allowed. Eskom may negotiate with preferred bidders if tendered prices are not market-related. Main contractors are discouraged from subcontracting to their own subsidiaries, and any such subcontract must be declared in the tender.
Requirements
Source: Invitation to Tender (ITT) Rev. 28 - Ankerlig Fire Detection System - E3671GXPOU.pdf (RFP)Eligibility: no restriction on doing business with Eskom or state-owned companies; not a national of a sanctioned country; not restricted by National Treasury or on the Tender Defaulters list; not restricted by Eskom; no conflict of interest; only one tender per bidder, individually or as a JV partner; JV agreements must state joint and several liability; tenders must be signed by an authorised person; and no bidder may subcontract 100% of the scope. Basic compliance requires meeting the eligibility criteria, submitting a complete tender with commercial, financial and technical information, and submitting the mandatory commercial returnables by the stipulated deadlines. For e-tendering, failure to upload the tender documents renders the tender non-responsive.
Section
Source: Invitation to Tender (ITT) Rev. 28 - Ankerlig Fire Detection System - E3671GXPOU.pdfFunctionality/technical evaluation applies, with a minimum qualifying score of 80%; bidders below that are not evaluated further, and Eskom may reduce the threshold to 70% if no bidder reaches 80%. Price is scored out of 80 points and specific goals out of 20 points under the PPPFA, ranked on the 80/20 system by adding the two scores. Prices are evaluated inclusive of VAT, corrected for arithmetical errors, excluding contingencies, adjusted for acceptable variations, and compared on net present value; unconditional discounts count and conditional discounts are applied at payment only. Objective criteria and reverse e-auction are not applicable.
