Appointment of a service provider for removal and transportation of detonators

• Failure to submit mandatory returnable documents by the closing date will result in disqualification.
• Late bids or bids delivered to the wrong address will not be considered.
• Do not canvass any PRASA or SCM officers between the closing date and award; this will lead to disqualification.

Service provider must hold or subcontract with entity holding: 1) Valid CTP Licensing Certificate, and 2) Valid license to transport explosives by mechanical vehicle. Foreign suppliers must answer tax residency questionnaire. Persons in service of the state are disqualified. Must meet all Stage 1A mandatory requirements to avoid automatic disqualification.

• Scope: Removal and transportation of 49 expired detonators at East London Railway Station from the JOC Control Room.
• The service provider must have or partner with an entity holding:

• A valid CTP Licensing Certificate.
• A valid licence to transport explosives by mechanical vehicle.

• All work must comply with applicable national and local laws and regulations.

• Complete the Pricing Schedule (Section 8) for the item: 'Removal and Transportation of expired Detonators' (unit: each, quantity: 49).
• Prices must be in South African Rand, inclusive of 15% VAT.
• Provide unit price and total amount.
• Do not use a different format; deviations may render the bid non-responsive.

• Prices must be quoted in South African Rand, inclusive of all taxes, on a fixed price basis.
• Complete the Pricing Schedule (Section 8) fully; do not use a different format. Deviations may render the bid non-responsive.
• Provide a cost breakdown and indicate price escalation basis and formula.
• Discounted prices will only be considered in the final evaluation on an unconditional basis.
• PRASA may negotiate a market-related price with the highest-scoring bidder if the quoted price is not market-related, proceeding to the next highest if necessary.
• Payment terms: PRASA will pay within 30 days of receipt of a correct tax invoice.

• Tax Compliance:

• Submit a valid Tax Clearance Certificate (valid on closing date) and SARS PIN.
• Alternatively, provide a CSD number if registered on the Central Supplier Database but no TCS PIN is available.
• Foreign suppliers without a local entity need not register on the CSD.

• Central Supplier Database (CSD): Registration is mandatory for local suppliers. Access at https://secure.csd.gov.za/.
• B-BBEE: Points are awarded for specific goals:

• 10 points for EME with 51% Black Ownership (proven by Audited Annual Financial/B-BBEE Certificate/Affidavit).
• 10 points for 51% Black Ownership (proven by CIPC Documents/B-BBEE Certificate/Affidavit).

• Other Mandatory Documents:

• Company registration documents.
• Copies of directors' ID documents.
• Proof of bank account.
• Joint Venture/Consortium agreement or confirmation (if applicable).
• All RFQ documentation completed and signed.

• State Employees: Bids from persons in the service of the state, or companies with such directors/members, will not be considered.
• Disclosure: Complete SBD4 Bidder's Disclosure form regarding conflicts of interest and state employment.

• Contract Terms: PRASA General Conditions of Purchase apply.
• Warranty: Supplier warrants items are fit for purpose and free from defects for one year from acceptance (unless another period is stated in the order).
• Indemnity: Supplier indemnifies PRASA against claims arising from negligence, infringement of rights, breach of duty, or defective design/materials/workmanship.
• Subcontracting: Requires prior written approval from PRASA. The successful respondent remains liable for performance.
• Governing Law: South African law applies; parties submit to non-exclusive jurisdiction of South African courts.
• Disclosure: Bidders must complete SBD4 disclosure regarding state employment and conflicts of interest.
