Description
Source: Annexure B.1.1 Surveys and Investigations.pdf (unknown)The project involves the engineering, procurement and construction of a fire system upgrade at the Transnet Pipelines Howick Depot in KwaZulu-Natal. The new fire water infrastructure comprises a pumphouse, new water tanks, new valve banks, and an elevated pipe network. The geotechnical investigation was undertaken to ascertain ground conditions and recommend a suitable founding regime. The site is a National Keypoint with strict access control, roughly trapezoidal, about 2.4 ha, with a gentle fall to the south east. The earmarked area for the new fire pump room and water storage tank is at the eastern extremity near the main entrance. The site is underlain by sedimentary rocks of the Volksrust Formation, Ecca Group, Karoo Supergroup, with residual clay and silt rich soils. The report includes fieldwork methods, soil profiles, dynamic cone penetrometer tests, geotechnical assessment, earthworks, re-use potential, founding recommendations, and stormwater drainage.

Description
Source: Annexure B.5 Electrical Engineering Documents.pdf (unknown)The specification establishes standards and codes of practice for the design, supply and installation of electric actuators on Transnet Pipelines sites. It defines minimum requirements for three-phase electric actuators with flameproof double-sealed watertight enclosures (IP 68).
Evaluation Criteria
Source: Annexure B.5 Electrical Engineering Documents.pdf (unknown)Compliance must be stated paragraph by paragraph against the specification; a broad statement of compliance is not acceptable, and failure to comply may preclude the tenderer from consideration.
Minor deviations that do not materially depart from the specification are considered only at the discretion of the Chief Executive, Transnet Pipelines.
Actuators must hold a flameproof certificate issued by an approved inspection authority confirming construction to the listed standards and suitability for Zone 1 locations.
Equipment described in Appendix 1 (Technical Data Sheet) must be supplied by the successful tenderer with no changes or substitutions without Transnet Pipelines' written consent; the tenderer is responsible for the accuracy of the information submitted.
Discrepancies between this specification and other contract documents must be raised with Transnet Pipelines in writing before work commences; where a conflict exists, the other contract documents prevail.

Quality Management
Source: Annexure B.5 Electrical Engineering Documents.pdf (unknown)Actuators must be supplied with a flameproof certificate from an approved inspection authority, confirming construction to the listed standards and suitability for Zone 1 locations. Each actuator must be performance tested, with individual test certificates supplied free of charge, recording current at maximum torque, torque at maximum torque, flash test voltage, and output speed or operating time. A commissioning kit (installation manual, wiring diagram, cover seals) and commissioning tools must be supplied.

Bidders must follow the referenced project specifications (PL 898, PL 900, PL 904, PL 909, PL 910, PL 911, PL 912) and comply with SANS 1700 for U-bolts.
Technical Specifications
Source: Annexure A.6 Fire Engineering Typical Detail Drawings.pdf (unknown)The drawings cover fire protection system components for the Howick Pump Station upgrade. Key items include:
All dimensions in millimetres unless noted. Refer to isometric drawings for continuation details; exact arrangements to be determined by contractor during detailed design.
Methodology
Source: Annexure A.6 Fire Engineering Typical Detail Drawings.pdf (unknown)Fire ring main booster connection: drill and tap end cap to suit 100NB/150NB plug; supply and install plug using hemp and stag on the thread. Provide 2 x ⌀65 instantaneous booster connection with integral check valve. Contractor to design the connection to suit the piping change and maintain the standard height; refer to the isometric for continuation details; exact arrangement to be determined by the contractor during detailed design.
Fire water tank refill connection: contractor to design the refill connection to suit the piping change and maintain the standard height; refer to the isometric for continuation details; to be determined by the contractor during detailed design.
Fire service suction: drill and tap end cap to suit 150NB plug; supply and install plug using hemp and stag. Puddle flange detail to be designed by the contractor and submitted for acceptance; the puddle flange is to be centred in the concrete footing. All buried steel pipe to be wrapped to 150 mm above NGL. Concrete footing as per the engineer's design, minimum 1200 mm. Refer to the isometric for continuation details; contractor to determine during detailed design. Alternative arrangement: fire service suction connection to suit the piping change and maintain the standard height.
Foam concentrate tank: position of nozzles shown for indication purposes only — the contractor is to determine exact nozzle positions and projections. Drop tube support to stop pipes from swaying, made from GRP/stainless steel and mounted to the side of the tank, drilled to allow the use of a U-bolt. Drop tubes to be stainless steel, Schedule 10S, Class 150 pipe, matched to the nozzle size. Stainless steel 304 6 mm plate supports, drilled on site to suit the U-bolt. Arrangement is dependent on pipe size; the pipe contractor is to specify to match the tank flange, preferably mounted directly on the concrete plinth. Where incompatible metals are in contact, suitable insulation materials shall be used (e.g. Teflon pads, top hat washers). Only the use of stainless steel and GRP is permitted. Contractor to design suitable lifting lugs.
Bund pourers to bund wall: the pourer brackets shall be mounted and the pourer installed before the piping to the pourer is completed; the piping shall be adjusted as required to suit the installed position. The pourer bracket shall not straddle any joints in bund walls; should an indicated location require this, the employer shall be advised and will advise how to resolve the matter. Support brackets with M12 bolts, M16 galvanised chemical anchors, 0.5° fall, non-shrink grout of minimum 35 mm thickness, UV resistant rubber. There shall be no sharp edges; all rolled plate shall have a continuous radius and shall mate fully with the mating plate.
Foam monitor: the direction of the monitor valve may vary from that indicated in order to suit requirements — the employer shall be invited to inspect orientations. Dimensions may vary depending on the specification of monitor and oscillating flange used. The connection shall be adjusted to facilitate the required heights. Contractor to supply all carbon steel flange (and reducer if required) to match the flange specification of the monitor. Provide 1500 mm clearance to handle the connection. All dimensions are in millimetres; refer to the isometric for continuation details. Some monitors shall not be supplied from below ground; preferred supply is above ground. Hydrants to be positioned on the same side.
U-bolt detail: for carbon steel and galvanised pipelines, hot-dipped galvanised carbon steel U-bolts, nuts and washers shall be used; for stainless steel pipelines, 316 stainless steel U-bolts, nuts and washers shall be used. Dimensions A, B and C are to be determined by the contractor and shall allow enough thread for a 2 mm gap between the pipe outside diameter and the internal radius of the U-bolt. U-bolts used as guides to have a 2 mm gap between pipe OD and internal radius of U-bolt; U-bolts used as anchors to be flush with the pipe OD. A minimum of three and a maximum of five thread lengths shall project through the nuts at all times. PTFE pad to be secured to the top of the support on both sides of the U-bolt with countersunk bolts with nuts and washers to suit, per drawing 11364-F-STD-TD-119 and the project specification. Support bracket per drawing 11364-F-STD-TD-107. Galvanised carbon steel equipment per PL 904.
Fire hydrant single connection: contractor to design the piping change; the fire hydrant is to maintain the standard height; refer to the isometric for continuation details; contractor to determine during detailed design.
