Bids must be delivered to the bid box at the Civic Centre, Corner Commissioner and Market Streets, Krugersdorp, 1740, before the closing time. Late, faxed, or emailed bids are not accepted. Bids must be submitted on the official Mogale City forms, completed by hand in black ink, not typed, scanned, or re-typed, and no pages may be removed. Corrections to the pricing schedule must be crossed out in ink and initialled. Mandatory documents (failure to submit leads to instant disqualification): completed and signed pricing schedule; authority of signatory or board resolution (unless sole proprietor); attendance of the compulsory briefing session; a statement on company letterhead of experience in handling auction rings; and a valid SAIA membership certificate in the bidding company's name. Essential documents (no award without them): MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9, CSD registration report, and municipal rates/lease/rental proof as applicable. Bids must be original documents; no electronic signatures accepted. Validity period is 120 days.

A Corporate Social Responsibility contribution of two (2) percent inclusive of 15% VAT will be levied on all companies/service providers appointed as successful bidders if such companies/service providers are not based in the area of jurisdiction of Mogale City.

Bidders must attend the compulsory briefing session and sign the attendance register; non-attendance disqualifies. Must be registered on the Central Supplier Database (CSD). Must not be persons in the service of the state. Must not be listed on the National Treasury's Database of Restricted Suppliers. Must not have abused supply chain management practices, been convicted of fraud or corruption in the past five years, or willfully neglected public sector contracts. Must submit all mandatory documents; failure results in instant disqualification. Must submit municipal account or equivalent proof of address for specific goals points. Must be a registered professional service provider with SAIA membership. Bids must be handwritten in black ink on original forms; typed, scanned, or electronically completed bids are invalid. No late, faxed, or emailed bids accepted. Joint ventures must submit a notarized joint venture agreement.

Functionality is scored out of 40 points with a minimum of 29 points required to proceed. The 80/20 preference point system applies: 80 points for price and 20 points for specific goals.

Adjudication: 80/20. Bidders will be evaluated using Functionality evaluation criteria of 40 points of which the service provider is required to score the minimum of 29 points in order to be considered for further evaluation. Bidders will be evaluated using 80/20 preference point system which awards 80 points for Price and 20 points for Specific Goals in accordance with PPPFA 2022. Specific goals: Within the boundaries of the Municipality (10 points), Outside the boundaries of the Municipality but within the West Rand District Municipality (6 points), Within the boundaries of Gauteng Province (4 points), Outside the boundaries of Gauteng Province (0 points), Youth enterprise (5 points), Gender (woman owned enterprises) (5 points).

The municipality seeks to appoint registered professional service provider(s) to provide auctioneering services for the disposal of municipal movable and immovable property on an as-and-when-required basis for three years. Bidders must state their experience in handling auction rings on company letterhead and advise how these rings will be handled. A valid SAIA membership certificate in the bidding company's name is required.

Bidders must provide details of relevant previous experience, specifically projects of similar or larger size and/or similar type of work, including value, years executed, and client references. Bidders must also provide a staffing profile of key staff intended for the contract, including qualifications and experience.

The pricing schedule must be completed and signed as issued. Corrections must be crossed out in ink and initialled; the municipality may reject the tender if corrections are not made accordingly. Prices must be inclusive of VAT for registered VAT vendors.

All tender prices must be inclusive of VAT for registered VAT vendors. Non-VAT vendors must include VAT if turnover exceeds R1 million and register within 21 days of award. Prices must be in RSA currency. The municipality reserves the right to negotiate a fair market related price with recommended bidders.

Non-VAT vendors whose turnover would exceed R1 million if awarded must include VAT and register with SARS within 21 days of award. Bidders must be registered on the Central Supplier Database (CSD) and submit a CSD registration or summary report. Tax compliance: submit a SARS TCS PIN or CSD number; each party in a consortium/JV/subcontract must submit separately. B-BBEE: a valid B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points. Municipal account proof: the bidding entity and its directors must submit a municipal rates and taxes account not older than 90 days and not in arrears, or alternative proof (lease, rental statement, confirmation from ward councillor, sworn affidavit) depending on circumstances. Joint ventures must provide a notarised formation document. Persons in the service of the state are not eligible. Returnable forms: MBD 1 (Invitation to Bid), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Past Supply Chain Practices), MBD 9 (Certificate of Independent Bid Determination).

The successful bidder must sign a written contract form (MBD 7). The contract is for three years on an as-and-when-required basis. The municipality reserves the right to accept a tender in whole or in part, and to appoint or not appoint. The validity period of the tender is 120 days. A 2% Corporate Social Responsibility contribution applies to non-Mogale City based service providers. The municipality may negotiate a fair market-related price with recommended bidders.
