Tender documents must be deposited in the tender box of uMzimkhulu Local Municipality, located at 169 Main Street, uMzimkhulu, 3297 reception area, not later than 12h: 00, 11th of September 2026. Telegraphic, telex, telephone, electronic, facsimile, and late tenders will not be accepted. Tenders may only be submitted on the tender documentation provided by the municipality. Returnable forms: MBD4, MBD6.1, MBD8, MBD9, Certificate of Authority to sign all documents in connection with this Tender and any contract or agreement which may arise therefrom.

The 80/20 scoring will apply. 80% for Price and 20% for Specific Goals. Minimum threshold is 45.45% or 50 points for functionality. Evaluation criteria include Relevant Experience, Expertise, and Accreditation. Specific goals include Promotion of SA Owned enterprises, with points allocated for companies that are 100% owned by South African citizens, 50% owned, and less than 50% owned.

The service provider should have relevant experience in strategy development, with a minimum of 6 completed projects. The team member should have NQF Level 7 qualifications in Business Administrations, Business Management, Strategy Development, Public Administrations, Performance Management Systems, or Monitoring and Evaluation.

Bidders must be registered on the Central Suppliers Database (CSD) and have a valid tax clearance certificate. The bidder should also comply with the municipality's Supply Chain Management policy.

The bidder should comply with the municipality's B-BBEE policy, with points allocated for companies that are 100% owned by South African citizens, 50% owned, and less than 50% owned.

The contract is for a period of 5 months.

The evaluation criteria include functionality, expertise, and accreditation, with a minimum threshold of 45.45% or 50 points for functionality.
