Submission: Transnet eTenders management platform (https://www.transnet.net).

Submit electronically via the Transnet eTenders management platform (https://www.transnet.net). Register on the portal, log intent to bid, and upload all bid documents against the tender. Sign, stamp, and date the bottom of each page before uploading. All returnable documents listed in Section 5 (Proposal Form) must be included. Late submissions will not be accepted. Bids must be submitted on official forms (not re-typed) unless otherwise prescribed. Any alterations to the RFP documents (except as allowed in clause 15 of General Bid Conditions) may lead to disqualification. Returnable forms include: SBD1 (Invitation to Bid), SBD4 (Bidder's Disclosure), Certificate of Acquaintance with RFP and Lease Agreement, RFP Declaration and Breach of Law Form, Specific Goals Points Claim Form, and all annexures listed in the RFP.

Evaluation is in three stages:

• Stage 1: Test for Responsiveness – checks compliance with mandatory requirements (e.g., CSD registration, tax compliance, B-BBEE certificate, submission of required forms).
• Stage 2: Functional Evaluation – minimum threshold 70%. Bidders must score at least 70% to proceed.
• Stage 3: Price and Preference – price evaluation and preference points (PPPFA).

Bidders must be juristic persons (companies, close corporations, enterprises, or unincorporated JVs/consortia). Persons in the service of the state, or entities with directors/members in the service of the state, are not eligible. Bidders must not be restricted suppliers. JV/consortium agreements must state percentage split and responsibilities.

Lease of Transnet Rail Infrastructure Manager (TRIM) siding/facility, Siding Number 765198 (Rietkuil), for a period of ten (10) years.

The siding is leased primarily for storing, loading onto, and offloading from rail. The dominant purpose must be reserved for facilitating transportation of goods.

All sidings are leased on an 'as is' basis.

The successful bidder must agree to sign a Lease Agreement (Annexure H) with TRIM.

Bidders must submit a Detailed Investment Plan (Annexure K), Environmental Plan (Annexure L), Risk Management Evaluation (Annexure N), BCM Guidelines (Annexure O), Health and Safety Checklist (Annexure P), Company Experience Summary (Annexure Q), and Individual Experience Summary (Annexure R).

Bidders must submit a Rental Offer (Annexure I) as part of the proposal.

The successful bidder may be required to provide security (Deed of Suretyship) for due fulfilment of the contract, as stipulated in the General Bid Conditions.

No specific financial capacity thresholds (e.g., turnover) are stated in the document.

CSD registration: Must be registered on the Central Supplier Database (CSD) and provide CSD number (MAAA xxxxxxx).

Tax compliance: Must provide a valid Tax Compliance Status (TCS) PIN from SARS, or a printed TCS certificate, or CSD number if no TCS PIN available. Each party in a JV/consortium must submit separate TCS/CSD.

B-BBEE: Provide a valid B-BBEE certificate issued by a SANAS accredited agency (for large enterprises and QSEs) or a sworn affidavit (for EMEs and black-owned QSEs).

Foreign suppliers: Must complete the questionnaire in SBD1 and provide proof of local representation if applicable.

JV/Consortium: Must submit a signed JV/consortium agreement or written intention, stating percentage split and responsibilities.

Proof of authority: Must submit proof of signing authority (e.g., company resolution).

Mandatory returnable forms: SBD1, SBD4, Certificate of Acquaintance, RFP Declaration and Breach of Law Form, Specific Goals Points Claim Form, and all annexures listed in the RFP.

Evaluation is in three stages:
