How will bids be evaluated?

Bidders must not be on any international sanctions list, must not have a conflict of interest, must not be restricted by Eskom or National Treasury, and must not subcontract 100% of the scope. Joint ventures must be jointly and severally liable. Valid CSD registration (MAAA number) required prior to award. Tax clearance and B-BBEE certificate or sworn affidavit required for preference points. CIDB Grade 6EP or higher is a mandatory commercial returnable. Local content thresholds per designated sectors must be met (see specific percentages for solar PV components, cables, cement, etc.). The following forms must be submitted: Annexures A, B, C, D, G1–G4, H (SBD1), I (SBD6.1), J (SBD4), K (E-tendering acknowledgement), and NEC3 offer/acceptance. Safety returnables (OHS plan, BAS, COID, training certificates, etc.) are mandatory and disqualifiable if missing.
