Attendance at the compulsory clarification meeting on 27 october 2026 at 10:00 at sanparks head office is a pass/fail requirement, and tenders close on 20 november 2026 at 11:00 with hand delivery only. Evaluation follows the 80/20 system, with 20 preference points split across black ownership, woman ownership and tshwane locality.
CIDB grading: Bidders must be registered with the CIDB at 6GB or higher, or capable of being so registered before evaluation; anything lower or unregistered is disqualified. In a joint venture, every member must be CIDB registered, the lead partner must hold 6GB or no more than one level below with the required recognition status, and the combined grading must meet 6GB.
Compulsory clarification meeting: 27 October 2026 at 10:00 at the SANParks Main Boardroom, Groenkloof National Park, 643 Leyds Street, Muckleneuk, Pretoria. Functionality threshold: Minimum 18 of 24 points. Technical Expertise carries 8 points and a full 8 is needed to proceed to Facilities & General Building Maintenance Projects (16 points). That criterion awards 2 points per completed general building maintenance or renovation contract between R6.5 million and R13 million incl. VAT in the past 5 years (maximum 8 points for 4 or more contracts), plus up to 8 points for client reference letters (4 or more letters = 8; 3 = 6; 2 = 2; fewer than 2 = 0).
Key personnel: A Project Manager with at least 3 years' project management experience and a minimum 3-year NQF Level 6 qualification in the Built Environment (4 points); a Site Agent who is a qualified Installation Electrician (Regulation 11.2) with a valid wireman's licence and at least 3 years' experience (3 points); and a trade-tested refrigeration technician (HVAC-R) with at least 2 years' experience (1 point). A fully priced Bills of Quantities completed by hand in non-erasable black ink is required, plus one Excel copy on a memory stick. Written enquiries close 13 November 2026 at 12:00 and must go only to the named contact.
Mandatory compliance documents: CSD registration, SARS Tax Compliance Status PIN or printed TCS certificate (a separate TCS, PIN or CSD number for each consortium, joint venture or sub-contractor party), a valid COIDA Letter of Good Standing in the Building/Civil/Construction field, a B-BBEE certificate (DTIC or SANAS) or sworn affidavit, SBD 1, a signed Form of Offer, and proof of authority to sign. Requested clarification or documentation not supplied within 7 calendar days of request disqualifies the tender.
Preference points (80/20): 20 points available β black ownership 10 points (91β100% = 10; 81β90% = 8; 71β80% = 6; 61β70% = 4; 51β60% = 2; 0β50% = 0), woman ownership 5 points (71β100% = 5 down to 0β29% = 0), and Tshwane municipal district locality 5 points, which requires verifiable proof of a business address older than 2 years via a lease or rental agreement in the company's name with proof of payment for the month before closing, or a municipal account in the company's name. Missing preference documentation scores zero for specific goals but does not by itself disqualify the bid.
