Price and preference: 80/20 preference point system; 20 points for specific goals – 10 for EME/QSE at least 51% black-owned, 4 for 51% women-owned, 2 for 51% disability-owned, 2 for 51% youth-owned (up to 35 years), and 2 for enterprises located in Amathole District Municipality or Buffalo City Metro Municipality; supporting documents (ID copy, CIPC, CSD report, medical certificate/SASSA for disability, municipal rates account or councillor's letter or lease agreement for locality) must be attached to claim points.
Bidders must submit a company profile with years of experience in OHS training and contactable references, a comprehensive CV and certified copies of qualifications, a comprehensive proposal on the training programme, and a certificate of authority for signatory; all ECBD/SBD forms must be completed in black ink, signed and witnessed, with no correction fluid.
The bid must be valid for 90 days after closing; electronic, telegraphic or facsimile bids will not be considered; the department may reject bids if the bidder is not assisting in advancing designated groups, has a high risk profile, has been awarded considerable projects, or has performed unsatisfactorily in the past.
