Bidders must submit their bids in a sealed envelope clearly marked with the project number and description. The completed document and all supporting documentation must be delivered to the tender box situated at DOA, Office 45, Indwe Building, Bhisho, 5605. The bid must be received by 11:00 am on 31 August 2026. Late bids will not be accepted. All proposals shall hold good for 90 days after bid closing date.

The tenderer must submit a completed and signed SBD1 (Invitation to Bid), pricing schedule, Bidders Disclosure (ECBD4), and all ECBD forms completed in black ink with no correction fluid.

The evaluation of the bids will be done in a two-stage process. Stage 1: Administrative Compliance Requirements (completion or attachment of Compulsory documents). Stage 2: Technical evaluation of bids on functionality and price. Bids will be evaluated according to 80/20 preference point system. The minimum score required for functionality is 60 points out of 100 points.

The training required is for a group of one hundred and two officials for a minimum of 2 days each group. The training must include learning material and stationery, venues and facility, morning tea, lunch and afternoon tea, and a certificate of competency on completion of training.

The training must be conducted as per different areas stipulated at the bottom of the document. The facilitator is also expected to find its own venue for the training.

The tenderer must have a minimum of 5 years’ Occupational Health and Safety experience and 2 years’ experience as a facilitator. The tenderer must provide a comprehensive CV and certified copies of qualifications.

The tenderer must provide a comprehensive proposal on training program suitable for the target audience. The tenderer must stipulate the duration of such training if it differs from the 2 days proposed.

The bid price must include all applicable taxes. The bid must be valid for 60 days from the closing date of bid.

Bidders must be registered on CSD and LOGIS. Tax compliance status and company directors of bidders will be verified on CSD. Bidders must submit a company profile, comprehensive CV, and certified copies of qualifications.

The tenderer must submit a declaration of B-BBEE status. The tenderer must provide proof of registration with the relevant legislative body governing Occupational Health and Safety training.

The training must address the potential risks to health caused by the exposure to Hazardous Biological Agents. The training must include measures to be taken by the employer to protect the employee against any risk of being exposed.

The employer may accept or reject any tender offer. The employer may not re-issue a tender covering substantially the same scope of work within a period of six months unless only one tender was received and such tender was returned unopened to the tenderer.

The Department of Agriculture reserves the right to terminate the contract if specifications are not adhered to. The tenderer must submit the supplier arrangement form in the event that bidder is a general dealer.

The tenderer must provide a company profile, comprehensive CV, and certified copies of qualifications. The tenderer must submit a comprehensive proposal on training program suitable for the target audience.
