Bids must be submitted on the official forms provided, sealed in an envelope endorsed "Original Bid: WTE1030CE: SUPPLY AND DELIVERY OF RIVER SAND TO NTABELANGA DAM NEAR MACLEAR IN THE EASTERN CAPE PROVINCE." Deliver to the bid box at the entrance of the Department of Water and Sanitation, Construction East Office Building, Mthatha Dam, Mthatha, or to the Supply Chain Management Office, not later than 11:00 on 01 September 2026. Bids forwarded by telegram, telex, facsimile or email will not be considered. The bid must be signed on SBD 1, all blanks completed, and the Pricing Schedule (SBD 3.1) fully priced. Scope: Supply and delivery of 1500 tons of river sand to Ntabelanga Dam near Maclear, Eastern Cape Province. Delivery required within 14 days after receipt of an official DWS order. Contract may run for up to 12 months. River sand must be natural, clean, hard, durable, free from clay lumps, dust, organic matter, salts, mica or other deleterious substances. Marine sand not permitted unless washed and tested and approved by the Engineer. Grading envelope: 4.75mm 90-100%, 2.36mm 75-100%, 1.18mm 55-90%, 600μm 35-65%. Fineness Modulus 1.2-3.5. Clay and fine silt content ≤5% by mass, clay lumps ≤1%, organic impurities nil, chloride ≤0.03%, sulphates ≤0.5%. Samples: 3 x 50kg river sand samples required for testing after Phase 3. Collection hours: 7h30 to 15h00 Monday to Thursday, excluding Fridays 14h00 to Mondays 7h00, public holidays, and the last Thursday and Friday of the month. Pricing schedule (SBD 3.1): Supply of River Sand 1500 tons, unit price per ton; Delivery of River Sand to Ntabelanga Dam (Transport) 1500 tons, unit price per ton. Prices must be all-inclusive including VAT and delivery. Firm prices required. Offer valid for 120 days from closing date. Delivery period firm, 14 days after receipt of order. All rates and amounts in Rand, including VAT. Incorrect entries must be crossed out neatly and initialled.

Prices must be all-inclusive including VAT and delivery. Firm prices required. Offer valid for 120 days from closing date. Delivery period firm, 14 days after receipt of order. Payment: monthly within 30 days of receipt and approval of original invoice, by EFT. No cash, cheque, or upfront payment. Payment only for consignments supported by delivery notes and service slips signed by the official checking delivery. The Department reserves the right to check quantities at any time.

No bids from persons in the service of the state, or companies/close corporations with directors/members who are persons in the service of the state. Bidders must provide proof of authority (e.g. company resolution) for the signatory. Joint ventures must submit the original or notarially certified copy of the joint venture agreement and authorisation certificates from each participant.

Bidders must adhere to the Department's Safety and Environmental policies. Vehicles must be roadworthy (no oil leaks). Safety attire must be utilised by all staff. Overloading of vehicles in terms of the Road Traffic Act is not permitted. Vehicles must be registered and in good working condition.

General Conditions of Contract (National Treasury 2010) form part of the contract. Special Conditions of Contract supplement the GCC; in case of conflict, SCC prevails. Payment terms: monthly within 30 days of receipt and approval of original invoice, by EFT; no cash or upfront payment. The Department reserves the right to check quantities. Bidders must provide all labour, plant, material, implements and vehicles. The Department is not liable for bidder's expenses and is not obliged to accept the lowest or any bid. The successful bidder must sign a written contract form (SBD 7).
