Submit all returnable documents as a minimum requirement. Required documents: SBD1 Form, Notice to Respondents, RFI Scope of Requirements, Transnet’s RFI Information, Expression of Interest (Technical Submission), Certificate of Acquaintance with RFI/Terms & Conditions/Applicable Documents, SBD 4 - Bidder’s Disclosure, Protection of Personal Information, Annexure A (Background Information), Annexure B (Network & Lines Technical Data Sheets), Annexure C (Response Form), Annexure D (Non-Disclosure Agreement), Annexure E (Transnet’s General Bid Conditions), Annexure F (Transnet’s Supplier Integrity Pact). All sections must be signed and dated. Ensure all documents remain valid for the RFI duration. Upload submissions to Transnet’s e-Tender Submission Portal (https://transnetetenders.azurewebsites.net) before the closing date. Submit at least one day early to avoid technical issues (e.g., internet speed, bandwidth, upload size). Maximum upload size: 30MB per file; multiple uploads permitted. Late submissions will not be accepted. Non-compliance with returnable documents or submission rules may result in disqualification.

Scope: Request for Information (RFI) to participate in partnership opportunities on the B-Network railway lines, including branch lines for freight and passenger trains. Purpose: Inform the framing of the problem statement for designing one or more procurement programmes. Network details: South Africa’s rail network covers 30,400 km of track (20,953 route km), with the B-Network covering ~9,098 km of short/feeder lines. Characteristics: Multi-use potential, low volumes, distinct train configurations (wagon loads), small-scale operations (diesel traction), low axle load capacity infrastructure, multiple origin-destination points. Objectives: Right-size the network by closing low-density lines, co-fund non-strategic non-core lines, support disposal decisions, concession strategic non-core lines. Respondents must provide comprehensive feedback on potential PSP projects, including commodity traffic, perceived constraints, and proposals for logistics improvements. Responses will inform TRIM’s PSP project designs and market interest assessments. No trade secrets should be disclosed. Submission must use Annexure C (Response Form).

Future RFP may require proof of funding capacity. All costs for RFI preparation and submission are the respondent’s responsibility. Transnet reserves the right to request audited financial statements or other documentation for due diligence. No reimbursement for preparatory costs or work performed in connection with this submission.

Tax Compliance: Submit Tax Compliance Status (TCS) PIN (via SARS e-Filing: www.sars.gov.za) or a printed TCS certificate. If no TCS, provide Central Supplier Database (CSD) number. All bidders must register on the CSD (www.csd.gov.za) unless a foreign supplier with no local entity. Joint ventures/consortia: Each party must submit separate TCS/CSD documentation. B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit. Foreign suppliers: Complete questionnaire if applicable. Non-compliance may result in bid disqualification. Railway Safety: Valid certificate of compliance from the Railway Safety Regulator required. Comply with all applicable South African laws, including OHS Act, environmental legislation, and Mine Health and Safety Act (where relevant).
