• All tender forms must be completed and signed in original ink; photocopies may be used but must be signed/initialled in original ink.

• Bids must be delivered to the designated tender box or room at the Electoral Commission's address before the closing date and time.
• Late bids will not be accepted under any circumstances.
• Incomplete submissions (missing pages) will be disqualified.
• Any alterations or corrections must be signed/initialled by the bidder.
• Subcontractors (if work exceeds 25% of contract value) must complete mandatory tender forms 13 to 25.

• Price adjustments are only allowed for statutory changes (e.g., customs/excise duties) or as per an agreed formula.

• Pricing must be all-inclusive, including VAT for registered vendors.
• Pricing schedules must be comprehensively completed; use 'N/A' if a section is not applicable.
• Bids must be based on firm prices and delivery periods unless otherwise specified.
• Payment terms: 30 days from receipt of a valid invoice and statement.
• Banking details must be correct and validated on the Central Supplier Database (CSD) to avoid payment delays.

• Mandatory registration on the National Treasury Central Supplier Database (CSD).
• Tax compliance status must be active and verified via the CSD at the time of award.
• B-BBEE compliance: Must submit a valid B-BBEE status level certificate or sworn affidavit (for EMEs/QSEs).
• Employment Equity Act (EEA): Compliance with Chapter II or III is required depending on employer status.
• Disclosure: Bidders must disclose any relationship with state employees or interests in related enterprises via SBD4.
• Subcontractors: Must also be tax compliant and registered on the CSD.

• A Service Level Agreement (SLA) will be entered into with the successful bidder.
• The Commission reserves the right to procure services outside the SLA in emergencies or if the service provider is unavailable.
• The Commission may negotiate extensions of the SLA at its discretion.
• The Commission may cancel orders if delivery is not met on time.
• The Commission may return goods that deviate from specifications or are defective.

Scoring follows the PPPFA and 2022 Regulations. The system used (80/20 or 90/10) depends on the contract value. Points are allocated for price and specific goals (B-BBEE). Bidders must be able to substantiate B-BBEE claims if requested.
