The eastern cape department of health seeks to appoint original equipment manufacturers (oems) and/or accredited service vendors (asvs) to provide repairs, maintenance, calibration, application support and user training for medical equipment across all public health facilities in the province's eight health districts. The contract runs for 36 months and covers emergency and unplanned repairs, oem scheduled maintenance, and the supply of spare parts, accessories and consumables. Bidders must be accredited by the manufacturer for the equipment models they offer, submit a fully completed pricing schedule, and meet strict administrative and functionality requirements. The most consequential consideration is that the bid is evaluated on an 80/20 preference point system, with 20 points for specific goals, and the department may split awards per item or per health service region.
Submission: Bids must be submitted online via the National Treasury e-Tender portal (www.etenders.gov.za) by 13 November 2026 at 11h00. Late bids are rejected.
Mandatory briefing: A non-compulsory virtual briefing is held on 27 October 2026 at 10h00 via MS Teams (Meeting ID: 351 703 104 175 795, Passcode: nJ3tR7UU). Attendance is not compulsory but is recommended.
Accreditation: Bidders must submit Annexure A listing all equipment models for which they are accredited by the manufacturer to repair, service and supply spares in the Eastern Cape. Annexure B (Summary Labour Rates Table) must include all accredited equipment per model; failure to comply disqualifies the bid.
Personnel: Annexure C must list clinical engineers/technicians with qualifications, manufacturer certificates, experience records, and at least 3 contactable references. Each technician must have a minimum of 3 years' experience in a clinical engineering environment. Failure to submit leads to disqualification.
Evaluation: Price is scored on the 80/20 system (max 80 points for price, 20 points for specific goals). Specific goals points: race 8, women 4, disability 4, youth 2, locality 2. Bidders must complete SBD 6.1 and submit verification documents by closing date/time; otherwise zero preference points.
Compliance: Mandatory Stage 1 requirements include CSD registration with compliant tax status, SARS TCS PIN or certificate (or CSD number), completed SBD 4 declaration, and for JV/consortium bidders a signed JV agreement and Form No.6. Failure of any mandatory item disqualifies the bid.
Pricing: Complete Part H – Schedule F in full; prices must be inclusive of 15% VAT, firm for 12 months, and based on DDP delivery. Mark-up on spare parts is up to 30%. Prices must be completed manually in black ink and signed, or initialled on every page if electronic.
