Bids must be delivered by hand into the tender box at Reception, Mhlontlo Local Municipality, 85 LG Mabindla Street, Qumbu, before 12h00 on 21 September 2026. No faxed, electronic, telegraphic, telephonic, telex, e-mailed or late submissions will be accepted. The tender box is in the Foyer of the main building. The tender offer must be submitted as an original only; forms may be photocopied but must carry an original signature. Tender forms must not be retyped or redrafted. The project document must be submitted as a whole and not taken apart or altered. Returnable documents include the Returnable Schedules (T2.2), Form of Offer and Acceptance (C1.1), Contract Specific Data (C1.2.2 Part B), and Pricing Data (C2.2 Schedule of Quantities). All schedules and forms must be completed in black ink, with corrections crossed out and initialled. Failure to complete any returnable schedule or form to the Employer's satisfaction may render the tender non-responsive and lead to rejection.

Bidders must hold CIDB contractor grading of 5CE or higher (for three panel slots) or 4CE or higher (for three slots). They must be registered on the Central Supplier Database, have a valid SARS tax clearance, and not be listed on the Register of Tender Defaulters. Bidders must complete the compulsory enterprise questionnaire, declaration of interest (SBD 4), preference points claim (SBD 6.1), and certificate of independent bid determination (SBD 9). Joint ventures must submit a comprehensive JV agreement and consolidated CIDB grading. Bidders must also demonstrate relevant experience, key personnel qualifications, plant ownership or lease agreements, and a health and safety officer registered with SACPCMP.

Scope: rehabilitation and upgrading of gravel roads, bridges, and all stormwater related works within Mhlontlo Local Municipality, O.R. Tambo District, Eastern Cape. The contract is for a panel of six service providers for a period of 36 months. Work will be allocated per project; when work arises, a schedule of quantities will be prepared and panel members asked to price. The works include roadworks related projects limited to construction, upgrading, deep rehabilitation, road maintenance, routine maintenance, and re/gravelling. The contract is subject to the General Conditions of Contract 2010 (GCC 2010), the COLTO Standard Specifications for Road and Bridge Works (1998), and the Occupational Health and Safety Act and Construction Regulations. Tenderers must obtain their own copies of these documents. The Employer requires access for inspections and testing. Tenderers must submit names of management and supervisory staff for the labour-intensive portion of works, with evidence they meet eligibility requirements.

Pricing: bidders must complete the Schedule of Quantities (C2.2) in black ink. The total price inclusive of VAT must be carried forward to the Form of Offer and Acceptance. A performance guarantee is required as per contract. A Form of Guarantee (C1.3) is included in the contract documents. Tenderers must be registered for VAT with SARS. Tenders must remain valid for 90 days after closing.

• Pre-qualification criterion: the appointed service provider must sub-contract part of the works to designated groups as per Preferential Procurement Regulations 2017.
• Returnable forms include: MBD 1 (Invitation to Bid), MBD 2 (Pricing Schedule), MBD 4 (Declaration of Interest), MBD 6 (Preference Points Claim), MBD 7 (Contract Form), MBD 8 (Declaration of Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination).
• Compulsory Enterprise Questionnaire (Schedule C) – discloses any state service by owners/directors and spouses/children/parents; authorises SARS tax clearance check; confirms no tender defaulting, no fraud/corruption convictions, no conflict of interest.
