Bids must be sealed and clearly marked with the SCM number and project name, and placed in the tender box on the 1st Floor, Munitata Building, next to Room 146. Bids submitted by fax, mail, or electronically will not be accepted. Late, incomplete, or unsigned bids will be rejected. Bids must remain valid for 90 days. Returnable forms include MBD 1 to MBD 9 and Annexures A to F; failure to complete any properly will render the bid non-responsive. A comprehensive JV agreement is required where applicable, and individual JV partners must submit all relevant documents. All alterations to prices or quotes must be signed. Bidders must be registered on the Central Supplier Database. Municipal rates statements (not older than three months) must be submitted, or a valid lease agreement for leased properties, or proof of exemption from rates. Failure to declare involvement in MBD 4 will disqualify the bid. MBD 5 must be signed for offers of R10 million or more. Bidders with CIDB grading Level 6 or higher and work allocations over R10 million must submit annual financial statements for the past three years. Local production and content declarations are required. Queries must be emailed; no queries will be entertained within 5 working days of closing. The municipality does not bind itself to accept the lowest or any bid and may withdraw the bid.

Evaluation is in two stages: Stage 1 Compliance, then Stage 2 Functionality with a minimum threshold of 70 points out of 100 to proceed. Points are awarded based on the pricing schedule (bid price) and preference points.
