Bids must be sealed and clearly marked with the SCM number and project name, then placed in the tender box on the 1st Floor, Munitata Building, next to Room 146. Bids are also advertised on the eTenders portal and the King Sabata Dalindyebo website. Late, incomplete, unsigned, or bids submitted by fax, mail, or electronically will not be accepted. Bids must remain valid for 90 days. Returnable forms include MBD 1 to MBD 9 and Annexures A to F; failure to complete or sign any will render the bid non-responsive. A comprehensive JV agreement is required where applicable, and individual JV partners must submit all relevant documents. All alterations to prices or quotes must be signed. Bidders must be registered on the Central Supplier Database. Failure to submit supplementary information will render the bid null and void. Queries must be by email and will not be entertained within 5 working days of the closing date.

Evaluation is based on the PPPFA 2022 regulations. Stage 1: Compliance. Stage 2: Functionality with a minimum threshold of 70 out of 100 points. The preference point system is 80/20. Bidders must be CIDB-accredited. Failure to submit a comprehensive JV agreement (if applicable) results in non-responsiveness. Individual JV partners must submit all relevant documents. Bidders must complete MBD 1 to MBD 9 and Annexures A to F properly and in full; incomplete submissions are non-responsive. Bidders must declare in MBD 4 any companies involved. Bidders must sign MBD 5 for offers ≥ R10 million. Bidders must submit a not-older-than-six-months CSD report. Bidders must not be in arrears with municipal rates for periods exceeding three months; the municipality reserves the right to disqualify bidders whose members/shareholders owe municipal rates. Bids that are late, incomplete, unsigned, or submitted by fax, mail, or electronically will not be accepted.

Implementation of SD-WAN, VoIP, security services, server and network infrastructure, and support solution for a period of three years. The scope includes computer tracking and lifecycle recovery management.

Pricing must be based on the rates in the pricing schedule. The total cost must match the bid price. Bidders must sign MBD 5 for offers of R10 million or more. Bidders with CIDB grading Level 6 or higher and work allocation above R10 million must submit annual financial statements.

Bidders must sign MBD 5 for any offer amounting to or exceeding R10 million (VAT included). Bidders holding a CIDB grading of Level 6 or higher who are eligible for work allocation of more than R10 million must submit annual financial statements for the past three years, or since establishment if established during that period. The total cost based on rates in the pricing schedule must match the bid price; failure to provide a matching total will render the bid non-responsive.

Bidders must be registered on the Central Supplier Database. B-BBEE requirements apply under the 80/20 preference point system. Bidders must submit a latest municipal rates statement (not older than three months) showing no arrears for periods exceeding three months; those on leased properties must submit a valid lease agreement; those in areas not subjected to municipal rates must provide proof. Bidders must declare local production and content. Bidders must complete MBD 1 to MBD 9 and Annexures A to F. MBD 4 (Declaration of Interest) must be completed and any involvement declared. MBD 5 must be signed for offers of R10 million or more.
