Evaluation will follow the 80/20 preference point system: 80 points for price, 20 points for B-BBEE status level of contributor. A minimum functionality score of 70 out of 100 is required to qualify for price and preference evaluation. Functionality criteria: experience in pound-keeper services (30 points), methodology and operational plan (30 points), capacity and resources including vehicles and holding facilities (25 points), and key personnel qualifications (15 points).

Scope: appointment of a service provider to render pound-keeper services for a period of 36 months. Services include impounding of stray animals (cattle, goats, sheep, horses, donkeys, pigs) within the municipal area, transportation to designated pound facilities, feeding, watering, veterinary care, and safekeeping of impounded animals. The service provider must provide and maintain suitable pound infrastructure, holding pens, loading ramps, and vehicles for animal transport. Monthly reports on impounded animals, disposals, and revenue collected must be submitted to the municipality. Compliance with the Animal Protection Act, 1962 (Act 71 of 1962), the National Environmental Management Act, and municipal by-laws is required.

Pricing must be submitted on the prescribed pricing schedule (SBD 3.2 for non-firm prices) as a monthly management fee inclusive of all operational costs. No separate line items for feed, veterinary services, or transport will be accepted. Payment will be made monthly in arrears upon submission of a certified invoice and monthly performance report. No bid bond or performance guarantee is specified in the advertisement.

Mandatory compliance: active registration on the Central Supplier Database (CSD) with a valid tax compliance status PIN. B-BBEE certificate issued by a SANAS-accredited verification agency or a sworn affidavit for EMEs/QSEs. CIPC company registration documents. No CIDB grading is required as this is a service contract. SBD 4, SBD 6.1, SBD 8, and SBD 9 must be completed, signed, and submitted. Failure to submit any mandatory returnable document will result in disqualification.
