Bidders must submit formal written quotations for Provision of Services for BCMDA Annual Report (Printing, Design, Layout and Photography for tourist attraction Projects within Buffalo City). Quotations must be submitted in hard copy in a sealed envelope, clearly marked, and deposited in the QUOTATIONS BOX at the offices of the Buffalo City Metropolitan Development Agency, 69 FRERE ROAD, VINCENT, EAST LONDON, not later than 12H00, 21 August 2016. Quotations received after the specified closing time and date will not be considered. The BCMDA does not bind itself to accept the lowest priced tender or any tender and reserves the right to accept the whole or part of the tender. BCMDA will not take responsibility for incorrectly delivered quotations sent by courier.

2. All prospective/interested Service Providers must complete the MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9 and Declaration of Bidder forms which are appended to the notice document.

Quotations meeting the tender conditions shall be evaluated on 80/20 basis, in line with the PPPFA. Responses to this NOTICE shall be evaluated on: a. Compliance evaluation b. The scope of work envisaged covers the following areas: 2.1 Print design, layout and photography for tourist attraction projects within Buffalo City. a. Design concept b. Design includes images, infographics and/ or illustrations. 2.2 Annual Report a. Printing Size: 210x275 b. Bidders must submit proof of completion of previous projects in printing, graphic design and photography. Such proof must be at least 2 letters of reference/completion detailing the Rand Value of work performed at an aggregated value of at least R50 000 or above. Failure to submit letters of reference/completion (or less than 2 letters) will result in the bid being deemed non-responsive. NO PURCHASE ORDERS / INVOICES / APPOINTMENT LETTERS WILL BE ACCEPTED IN THIS REGARD. Service Providers must be registered on National Treasury’s Central Supplier Database and submit a summary report as proof of registration or alternatively reflect the CSD supplier number on their proposal. Bidders must meet all minimum requirements for compliance evaluation. Bidders must meet the mandatory requirements stipulated in section 5 of the terms of reference. Tenderers are required to submit valid proof of claims for specific goals as stipulated in MBD 6.1 below.

The appointed service provider will be bound to and by the Code of Conduct and Confidentiality and the Buffalo City Metropolitan Development Agency policies in the course of execution of their duties. The Buffalo City Metropolitan Development Agency reserves the right to reject any proposal found to be inadequate or non-compliant to the Terms of Reference. The successful bidder must sign a Service Level Agreement (SLA) which will detail, amongst others, poor performance, communication protocol and execution plan.

7. Use of Tippex and erasable ink will result in non-responsiveness.
