The national radioactive waste disposal institute requires a service provider to assess, identify, package, collect, transport and treat and/or dispose of expired and unwanted laboratory chemicals held at kharkams combined school, erf 499, kharkams, 8223, in the kamiesberg area of the northern cape. The preliminary inventory covers liquids, solids and at least one unidentified chemical across 18 listed entries, with quantities, identities and container conditions to be verified on site because the supplied photographs overlap and cannot establish a container count. Bidders must hold valid chemical-waste authorisations — a waste management licence or permit for the treatment/disposal facility, transporter registration, category d prdps, dangerous goods driver training and hazardous waste handling certificates — and must satisfy all ten mandatory technical requirements, including three signed reference letters, or be disqualified. Quotations close on 02 november 2026 at 11:00 and must be emailed to [email protected]; Evaluation applies the 80/20 preference point system with 80 points for price and 20 for specific goals.
Closing and submission: quotations close on 02 November 2026 at 11:00 and must be emailed to [email protected] only — quotes sent elsewhere or received late are not evaluated, and each email is limited to 10MB (multiple emails allowed if all arrive before the deadline).
Mandatory technical requirements: all ten must be met, and failure on any one disqualifies the quotation — they include three signed reference letters on client letterheads for similar chemical waste work, CVs and qualification/training evidence for the technical lead and personnel, evidence that the proposed treatment/disposal facility is authorised and has capacity for the relevant waste streams, and a methodology and implementation plan covering assessment through final certification.
Authorisations to submit: waste management licence or valid permit for the proposed treatment/disposal facility covering the relevant chemical waste streams, waste transporter registration or permit, valid Category D Professional Driving Permits, dangerous goods driver training certificates from an approved body, and chemical handling/hazardous waste training certificates for personnel — with a written explanation for any document claimed not applicable, and subcontractor authorisations plus written confirmation of arrangements where third parties are used.
Evaluation and preference points: 80/20 system — 80 points for price and 20 for specific goals claimed on SBD 6.1, split as up to 12 points for black ownership (91–100% = 12; 75–90% = 10; 51–74% = 8; 50% or lower = 4) and up to 8 points for women ownership (91–100% = 8; 75–90% = 6; 51–74% = 4; 50% or lower = 2); claims without supporting proof score zero, and orders above R30 000 also carry a functionality scorecard where applicable.
Pricing: prices must be firm and quoted excluding VAT with VAT as a separate line, and all six priced lines must be completed — assessment, identification/analysis (per sample where testing is required), packaging and collection, transportation, treatment/disposal (separate rates per verified waste stream) and close-out; incomplete or non-conforming quotations are disqualified, and the quotation must remain valid for 60 working days from the closing date.
Completion deadline: bidders must confirm in writing, supported by an implementation programme, that all work can be completed by 30 October 2026 — a date that falls before the closing date, so the intended completion date should be confirmed with the contact.
Award-stage and ownership compliance: tax affairs must be compliant or the RFQ will not be awarded, bidders on National Treasury's Register of Restricted Suppliers or the Tender Defaulters Register are disqualified, the successful bidder must be registered on the Central Supplier Database (foreign bidders without a local entity excepted), and SBD 4 and SBD 6.1 must be returned with the quotation together with ID copies of owners/directors and a valid B-BBEE certificate or sworn affidavit.
