Quotations must be emailed to [email protected] before the closing deadline. Only quotes sent to this address will be considered; quotes sent to the clarification address will be disqualified. The mailbox capacity per email is 10MB; bidders may send multiple emails, but all must be received before the deadline.

Returnable documents to be completed, signed and submitted with the quotation:

• SBD 4 (Bidder's Disclosure): declares whether any director, shareholder or controlling person is employed by the state or connected to anyone at the procuring institution, and certifies independent bid determination.
• SBD 6.1 (Preference Points Claim): claims specific goal points under the 80/20 system.
• Valid B-BBEE certificate or sworn affidavit, if applicable.
• ID copies of owners/directors as reflected on CIPC, CSD report or B-BBEE certificate/affidavit.
• Minimum of two reference letters from previous clients for supply of new office furniture, on client letterheads, with contact person and details, signed, and not linked or conflicted with the bidding company.
• Indicate whether the bidder is ISO 9001:2015 certified.

Disqualification risks:

• Failure to quote fully according to the price structure/table and scope of work.
• Quotation submitted after the closing date and time.
• Quotation not sent to the procurement central email.
• Missing any mandatory returnable document.

Bidders must complete all SBD forms and send back together with the quotation (SBD 4 & 6.1). Attach a valid BBBEE certificate or affidavit, if applicable. Submit ID copies of owners/directors, reference letters, and other required documentation. The successful bidder must be registered on the Central Supplier Database except for foreign bidders with no local registered entity.

Evaluation is in three phases:

• Phase 1: Mandatory requirements at closing stage.
• Phase 2: Price and specific goals.
• Phase 3: Mandatory requirements at award stage.

Phase 1 mandatory requirements (at closing):

• Quote fully according to the price structure/table and scope of work.
• Submit before closing date and time to the correct email address.
• Submit at least two reference letters as specified.

Phase 2 – Price and Specific Goals:

• 80/20 preference point system under the Preferential Procurement Regulations, 2022.
• Price: 80 points.

• Tax compliance: non-tax compliant bidders will not be awarded.

Scope: supply, delivery, assembly, installation and placement of office furniture for the new NRWDI Head Office.

Quantities:

• Cubicle furniture sets: 8.
• Closed office furniture sets: 4.

Furniture specifications:

• Cubicle office (Ref Appendix A & B): L-shaped desk, high back chair with black nylon base, adjustable headrest, height adjustable arms, black mesh with upholstered fabric seat, weight capacity 125 kg, chair weight 20–25 kg.
• Closed office (Ref Appendix A & B): L-shaped desk, mid back office chair in genuine black leather, weight capacity 130 kg, chair weight 20–25 kg, and wall unit.
• Preferred finish for all furniture: White Oak or similar oak colour.

Office sizes (Appendix B):

• Office cubicles: 4.40 m² – 4.77 m².
• Closed offices: 5.90 m² – 9.45 m².

Supplier responsibilities:

• Supply new furniture per NRWDI specifications.
• Deliver to the new NRWDI offices in Midrand.
• Assemble and install all furniture.
• Position furniture according to the approved office layout.
• Remove and dispose of all packaging materials.
• Provide applicable warranties and after-sales support.

Bidders must indicate whether they are ISO 9001:2015 certified.

Pricing structure includes: furniture for cubicle office (8 units), furniture for closed office (4 units), delivery and logistics (1), assembly and installation (1), and project management and site coordination (1). Prices must be firm and include all amounts, with VAT shown as a separate line item. Sub total, VAT, and grand total must be provided.

Mandatory registrations and certificates:
