Company location (Schedule 3, max 20 points): Eastern Cape-based companies score 20 points; outside Eastern Cape score 0 (verified via CSD).
Key personnel (Schedule 4, max 20 points): The Contracts Manager must hold a degree, national diploma, or national certification in the built environment with at least 3 years post-qualification experience; submit CV, originally certified copies of qualifications and ID.

Contractors admitted to the database will be registered on a qualifying list for construction services in the Eastern Cape Province for a period of three years. Shortlisted contractors will be invited as and when required and must be ready to respond urgently. The department will not be responsible for wrong delivery of documents. The tenderer or any director/shareholder must not be listed on the Register of Tender Defaulters. SBD 4 forms must be completed and signed. Only contractors with an active CIDB (verified through CIDB) status will be considered; suspended or expired CIDB status will not be accepted. Documents with correction fluid will be rendered non-responsive. A director can only use one company to bid; failure to do so will disqualify both companies. The tender document must be signed by an authorised person in black permanent ink. The entity must be registered with the South African Registrar of Companies (CIPRO). No joint venture applications will be allowed. Only tenderers registered in a CIDB designation Grading 2GB or higher are eligible. Contractors may indicate only one CIDB grading. Contractors must be registered on the National Treasury Central Supplier Database and the CSD number must be documented on the cover page. Tenderers must comply with tax obligations and submit a SARS PIN or CSD number. No bids will be considered from persons in the service of the state or companies with directors who are persons in the service of the state.

For expertise of key personnel: Degree in built environment with minimum 3 years post-qualification experience = 20 points; National Diploma = 15 points; National certification = 10 points; non-submission or no qualification = 0 points. Points allocated for possession of relevant documents including CV, originally certified copies of qualifications and identity document. Any changes in personnel during the three-year term must be replaced with equivalent qualifications and experience.
