Bids must be submitted in a sealed envelope, properly packaged or bound, with dividers and numbered pages. Submit one original and one copy, plus a soft copy on disk or USB labelled with the company name and tender number. Deposit in the tender box at the ground floor of the Metrobus Main Building, No. 1 Raikes Road, Braamfontein, before the closing time. Late bids are not accepted; no fax or email submissions. All alterations must be initialled or signed by the authorised signatory. Returnable forms: MBD 1 (Invitation to Bid), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), signed GCC, CSD registration, rates and taxes account (or lease/affidavit), ID copies of shareholders/directors and share certificates, and audited financial statements (if required). Failure to complete all sections may lead to disqualification.

Bidders must submit: completed CSD registration, signed MBD 1, 4, 6, 8, 9, signed GCC, rates and taxes account not older than three months (or lease agreement/affidavit), ID copies of shareholders/directors and share certificates, signed JV agreement (if applicable), CIDB registration (where applicable), specific goals verification, audited financial statements for past three years (if required by law), and at least two hard copies (one original and one copy) plus a soft copy on disk/USB.

Evaluation uses the 80/20 preference point system: 80 points for price and 20 points for specific goals. Specific goals: at least 51% black ownership (5 points), at least 51% women ownership (5 points), at least 51% youth ownership (5 points), and enterprise located within City of Johannesburg metropolitan jurisdiction (5 points). Verification via CSD. Adjudication follows the Supply Chain Management Policy, PPPFA, Preferential Procurement Regulations 2022, MFMA, and B-BBEE Act. Metrobus may appoint more than one bidder or a panel, may not award, or may award only a portion. Bidders must have a proven track record.

Scope: supply and delivery of oil filter, fuel filter and air filter elements for Metrobus, on an as-and-when-required basis, for a period of 36 months. Bidders must provide a method statement or execution plan for the supply and delivery. Local content requirements apply: for designated sectors, only locally produced goods with a minimum threshold will be considered; local content must be calculated per SABS SATS 1286:2011, and bidders must complete local content declaration forms (Annex C, D, E).

Bidders must provide a method statement or execution plan for the supply and delivery of filter elements on an as-and-when-required basis over 36 months.

Bidders must have a proven track record. For procurement above R10 million, bidders must submit audited financial statements for the past three years or since establishment.

Local content calculation must follow SABS approved technical specification SATS 1286:2011, ensuring quality and standards compliance.

Total tender price must be quoted inclusive of VAT, in figures and words. Pricing must be according to the specification/scope of work; failure to price may lead to disqualification. In case of dispute, the amount on MBD 1 in words supersedes other prices. For procurement above R10 million, bidders must submit audited financial statements for the past three years or since establishment. Bidders must not have undisputed municipal arrears for more than three months or overdue payments to other service providers for more than 30 days.

Bidders must be registered on the Central Supplier Database (CSD). Tax compliance: submit a TCS PIN or CSD number; each party in a consortium/JV must submit separate proof. Foreign suppliers must complete the pre-award questionnaire. B-BBEE status level certificate or sworn affidavit (for EMEs/QSEs) must be submitted to qualify for preference points. CIDB registration required where applicable. Bidders must complete and sign MBD 1, 4, 6.1, 8, and 9. The bid must be valid for 120 days from closing date. Bidders must not be in the service of the state.

Bid validity period: 120 days from closing date or as extended. The bid is subject to the General Conditions of Contract (GCC) and any special conditions. Alterations must be initialled/signed by authorised signatory.

Metrobus reserves the right to appoint more than one bidder or a panel of service providers, to not award the bid, or to award only a portion. If a bidder submits more than one proposal, Metrobus may accept the most cost-effective or beneficial proposal. No correspondence will be entered into.
